Senior Business Development Specialist – Etimad Platform Expert (Engineering Sector)Position Purpose: To drive company growth in the engineering sector by identifying, analyzing, and managing government project opportunities through the Etimad Platform, increasing bid win rates while ensuring full compliance with Saudi Government Procurement Regulations. Key Responsibilities: Monitor and identify new engineering tenders on the Etimad platform. Review and analyze tender documents including Scope of Work, BOQ, drawings, and technical specifications. Conduct technical and financial feasibility assessments before bid approval. Coordinate with the engineering department to prepare technical proposals (Method Statements, Work Plans, Project Schedules, Quality Plans, HSE Plans). Collaborate with the estimation team to prepare competitive financial proposals. Submit bids electronically via Etimad and manage clarifications and correspondence. Track bid openings, award notifications, and contract finalization processes. Manage company prequalification and classification requirements (Contractor Classification, ISO certificates, safety certifications). Maintain and report on the bid pipeline and opportunity tracking. Advanced-Level Responsibilities: Develop strategic bidding and pricing strategies. Conduct competitor analysis and benchmarking. Analyze lost bids and implement improvement strategies. Build and maintain a government client database. Supervise documentation of completed projects for qualification purposes. Qualifications: Bachelor’s Degree in Engineering (Civil, Electrical, Mechanical, Industrial, or related field). 5–8 years of experience in business development or tender management within the engineering sector. Proven hands-on experience with the Etimad platform. Previous experience in contracting or engineering consultancy firms is preferred. Required Skills: Strong knowledge of Saudi Government Tenders & Procurement Law. Ability to interpret engineering drawings and BOQs. Strong proposal writing skills (technical & commercial). Cost estimation and pricing analysis expertise. Negotiation and stakeholder management skills. Advanced Excel proficiency. Ability to work under tight deadlines. Key Performance Indicators (KPIs): Annual value of awarded government projects. Bid win rate percentage. Number of qualified tenders reviewed monthly. Pricing accuracy versus execution cost. On-time submission rate.
