Description The Senior Budget Analyst provides advanced financial analysis, budget planning, and fiscal oversight in support of the operational and administrative needs of the District Office. This position plays a critical role in ensuring compliance with federal financial management policies, managing complex budget processes, and providing data-driven recommendations to leadership. The Senior Budget Analyst applies expert knowledge of federal financial regulations, procedures, and systems to manage budget execution, forecasting, reporting, and resource planning across various programs. Key Responsibilities Budget Development & Execution Lead the development, formulation, and execution of annual and multi-year budgets. Monitor budget activity, track obligations and expenditures, and ensure alignment with federal guidelines. Identify funding shortages or surpluses and recommend adjustments to maintain fiscal integrity. Develop cost projections and perform variance analysis for assigned programs. Financial Analysis & Reporting Conduct complex financial analyses using federal financial systems, quantitative methods, and accounting principles. Prepare recurring and ad hoc budget reports, forecasts, and financial briefings for management. Analyze historical trends, spending patterns, and performance metrics to support decision-making. Policy Compliance & Guidance Apply expert-level knowledge of federal financial policies, procedures, and regulatory requirements. Ensure all financial practices comply with applicable federal laws, guidance, and audit standards. Develop and maintain standard operating procedures (SOPs) for budget and financial processes. Program Support & Collaboration Work directly with program managers to validate financial needs, interpret budget data, and resolve issues. Assist in preparing budget justifications, funding requests, and documentation for internal and external stakeholders. Provide analytical support for audits, reviews, and internal controls assessments. Process Improvement Identify opportunities to improve budget processes, financial data accuracy, and workflow efficiency. Recommend automation, system enhancements, or policy changes to strengthen financial management practices. Requirements Bachelor’s degree (BS/BA) in finance, accounting, or quantitative methods. Minimum four (4) years of active experience working with federal financial policies, procedures, regulations, and financial management systems. Demonstrated ability to apply federal financial knowledge to a wide range of complex assignments and programs. Deep understanding of federal financial management processes. Strong analytical, mathematical, and problem-solving abilities. Excellent written communication for financial reporting and documentation. Ability to work independently while coordinating with cross-functional teams. High attention to detail and accuracy in financial work. Ability to manage multiple priorities and deadlines.
