Job Details Level: Experienced Job Location: National Institutes of Health (NIH) - Main Campus/Bethesda - Bethesda, MD 20892 Position Type: Full Time Education Level: Masters Degree Salary Range: $175,000.00 - $210,000.00 Salary/year Travel Percentage: None Job Shift: Day Job Category: Finance Position Objective: Provide services as a Senior Budget Officer in support of the overall functions of the National Center for Complementary and Integrative Health (NCCIH) within the National Institutes of Health (NIH). The primary objective is to provide services and deliverables through the performance of support services. Duties and Responsibilities: Assist in the development and justification of the Center’s budget and provide fiscal data required in program evaluation and development including developing and analyzing historical information, e.g. Council, fiscal year, extramural funding activity. Provide advice and guidance on issues of fiscal policy. Prepare and coordinate responses to inquiries for financial data from NIH offices. Analyze and makes recommendations on resource allocations within the Center and assist in the budget execution activities. Issue monthly operating budget reports. Assures that the Center’s management account structure is current. Assist NCCIH EO and BO to issue reports and collect information for outside audit inquiries and special projects. Analyze current processes; develop strategies to improve them. Provide leadership for and coordinate the overall strategic direction and planning for the program. 3 Conduct and perform current state assessments; perform gap analysis; target ‘as-is’ state development and formulate the to-be state with associated execution strategy and roadmap project schedules. 4 Provide analyses, evaluations, technical assessments, feedback and support in the planning and implementation of activities. 5 Collaborate with staff on program development, contract management, and Institute operations. Collaborates with other professionals to develop recommendations for current and future initiatives. Provide creative counsel on data reporting and formatting. Review plans for future programs based on draft and final forms. 2 Work with staff to strategize about future budgeting; provide written recommendations concerning strategies for future budgeting. 1 Works with staff to develop and implement new and proactive programs geared to specific audiences. Review budget spreadsheets and answer questions related to the budget, Conducts research and analysis to proactively address and respond to inquires on various policies and issues. Lead and/or attend and participate in working groups, meetings and conferences. Coordinates and advances professional development and research done by others in areas where other mechanisms may not be optimal due to time constraints or other issues. Collaborates with other professionals to develop recommendations for current and future budget initiatives. Advises management and staff on budget formulation of new strategies and sensitive or complicated issues. Works with staff to develop and implement budget projections and provide a variety of current and future consultant and program management support services to the NCCIH OAM. Upon request, the contractor shall provide documentation evidence of any and/or all work products below, including, but not limited to, the following tasks: Develops and coordinates the data necessary to provide draft language to the Appropriation committees for use in reports, bills and acts. Prepares questions pertaining to IC program areas in anticipation of Congressional interest at the time of hearings. Aids in developing related material used to brief the IC Director for testimony and other meetings. Performs similar information-gathering and budget justification tasks in response to re-quests from Congress and for occasional public requests which do not require high-level Executive Branch clearance. Assures that the Center’s management account structure is current, analyzes accounting data provided by the NIH OFM for trends, unusual obligations or expenditure patterns, and interprets the effects of reported transactions upon the fiscal resources of the Center. Run Validation. Meet with lab members to present updates. Prepares reports and forecasts on the progress of NCCIH in relation to allotments and apportionments. Issues monthly operating budget reports. Qualifications Basic Qualifications: Master’s Degree in Management and/or Enterprise Risk Management and/or a Master’s Degree in Public Policy Skilled in the following: Regulations (FAR) - Annual budget preparation and reconciliation, funds tracking and auditing - Strategic financial planning - Account reconciliation - Fiscal year closeout - Statistical analysis - Knowledge of standard accounting forms (Profit Loss, balance sheet) - Invoice review and processing - Accounts payable/receivable - Requisition management Financial and/or accounting systems MS SharePoint and MS Office Beacon nVision Finance Preferred Qualifications: Ability to multi-task and pay close attention to detail Excellent analytical and interpersonal, organizational and time management skills Strong communication skills, both oral and written *This job description is not designed to cover or contain a comprehensive listing of activities, duties or responsibilities that are required by this position.
