Ontario Health is seeking a strategic and experienced Senior Business Analyst to join the Data Holdings Strategy & Implementation team under the Data for Connected Health program. This role plays a pivotal part in advancing Ontario Health’s vision to “receive once, use many” by enabling the development of scalable, reusable data requirements and assets that support a more connected and efficient health data ecosystem.
As a Senior Business Analyst, you will lead complex business analysis activities that inform data planning initiatives across the organization. You’ll work closely with internal teams and external stakeholders to scan data needs, recommend reuse of existing data holdings, and identify opportunities to enhance or build new data feeds. You’ll also support the creation of data products derived from existing assets, ensuring alignment with provincial standards and operational priorities.
This role requires strong leadership, stakeholder engagement, and mentoring capabilities, as well as deep expertise in data governance, business analysis, and digital health integration.

Here is what you will be doing:

  • Conduct comprehensive scans of program-level data needs to identify reuse, enhancement, or creation opportunities.
  • Translate strategic data planning goals into actionable business requirements and technical specifications.
  • Lead development of planning tools, templates, and workflows for scalable data documentation.
  • Coordinate cross-functional workstreams across governance, product, standards, and program teams.
  • Engage senior stakeholders to validate assumptions and resolve competing priorities.
  • Mentor junior analysts on analysis techniques, documentation standards, and stakeholder engagement.
  • Support creation of data products by curating and assessing existing assets.
  • Contribute to data governance frameworks through planning insights.
  • Participate in user forums and research to inform continuous improvement.
  • Identify and mitigate risks related to data planning execution.
  • Develop and manage tasks and initiatives for specific products in collaboration with cross-functional teams.
  • Design and implement processes and tools to support stakeholder adoption.
  • Perform business and client requirement analysis and recommend solutions.
  • Maintain documentation including workflows, use cases, guides, and training materials.
  • Continuously improve deployment and operational processes.
  • Solve business problems and provide leadership to clients and adoption teams.
  • Educate stakeholders on Ontario Health policies and processes.
  • Support integration of data sources while ensuring data quality.
  • Analyze and resolve end-user issues related to data quality and accessibility.

Here is what you will need to be successful:

Education and Experience:

  • Bachelor’s degree in Business, Health-related fields, Engineering, Computer Science, or equivalent experience.
  • 5+ years of experience in requirements elicitation and analysis.
  • 5+ years in process design, re-engineering, and documentation.
  • 5+ years in IT Business Analysis.
  • Experience in data analysis and business intelligence.
  • Proficiency in documentation tools (e.g., Confluence Wiki) and bug tracking tools (e.g., JIRA).
  • Strong knowledge of process mapping, SDLC, and project delivery in matrix environments.
  • Familiarity with SQL, VBA, SharePoint, and MS Office Suite.
  • Solid understanding of health informatics and health information management.
  • Knowledge of ITSM practices and data standards within the health ecosystem.
  • Understanding of Ontario’s electronic health record and data holdings.
