Within Technology and Innovation, the One Government Experience (1GX) Centre of Excellence (COE) branch provides transformational leadership to support a One Government approach to corporate services across the Government of Alberta including the Independent Legislative Offices (ILO) through managing the implementation and ongoing operations of the enterprise resource planning system, 1GX. The success of 1GX enables the delivery of corporate services in a way that is flexible, accessible, economical, scalable, integrated, and relevant to the needs of the Alberta Public Service.
Within the 1GX COE branch, The Process & Technology Excellence unit supports all functional users in the daily execution of business processes across the human resource management (HCM), payroll, finance, and supply chain management (SCM) streams. The team also provides support of technical components of 1GX including interfaces and file batches, quality assurance (QA) and testing, controls, print, security, and privacy, including the application of Governance, Risks & Control (GRC) as well as data integrity and solution updates.
We play an integral role in government operations with responsibilities for information technology, information management policy and standards, service delivery, financial operations, and procurement. If you work for the Alberta Public Service, you also rely on Service Alberta for employee services such as payroll and benefits.

REQUIREMENTS:

  • University graduation in a related field such as Business Administration, Commerce, Computer Sciences, Information Technology.
  • Four (4) years of progressively responsible related experience in:
    o Experience in SAP / S4 Hana or other ERP applications such as SuccessFactors, OpenText, etc. as listed below.
    o Experience in the business domain within the relevant stream and of the business processes and practices within the stream (HCM, Payroll & Benefits).
     Knowledge of public sector procurement practices/frameworks
     Technical knowledge and experience in S4 HANA
    o Human Capital Management
     Technical knowledge and experience in SuccessFactors and S4 HANA
     Knowledge of human resource practices and principles
    o Payroll and Benefits
     Technical knowledge and experience in SuccessFactors and S4 HANA
     Knowledge of Canadian payroll practices and concepts

EQUIVALENCIES: DIRECTLY RELATED EDUCATION OR EXPERIENCE CONSIDERED ON THE BASIS OF:

  • 1 year of education for 1 year of experience; or

The Government of Alberta’s core corporate financial and human resources information management system is designed to manage and report financial and human resource needs. This system is based on ERP suite of applications which includes general ledger, accounts payable, accounts receivable, budgeting, purchasing, human resources, payroll, benefits administration, Supply Chain Management (SCM) and employee self-service.
The Senior Business Analyst – HCM/Payroll provides analysis and project leadership in support of 1GX operations and the 1GX production environment. The position is considered an expert in their functional area with specialized knowledge in SAP, Success Factor (SF) Human Capital Management (HCM) and Payroll.

RESPONSIBILITIES:

Some of the responsibilities of this position include, but are not limited to:

  • Providing leadership, coordination, and support to stakeholders and project teams in the analysis, configuration, design, testing, quality assurance, and implementation of new releases, modules, and functionality of 1GX systems.
  • Key liaison and senior point of contact to ensure 1GX system changes are reviewed, assessed, and controlled to ensure alignment to Government, ILO and Ministry business plans and adherence to policies, procedures, and standards.
  • Providing expertise in issue resolution in support of 1GX operations and the 1GX production environment.
  • Developing, recommending, and implementing process improvements in accordance with government, ILO, and Ministry goals and objectives.
  • Proactively engaging and consulting with stakeholders including 1GX users, Relevant Stream Business Community (HCM, Payroll, Finance, SCM, etc.), and Service Managers, to identify impacts of business decisions and to ensure that the business needs of the stakeholders are considered, and that issues and problems are addressed.
  • Providing project management and project leadership to large and complex projects, drawing on knowledge of business and client needs, business process design and project experience, supporting project management from inception to completion.
