JOB SUMMARY

Help shape the future of energy data at Ofgem. We’re looking for a Senior Business Analyst to join Ofgem’s Markets Data Improvement (MDI) Programme, a key initiative driving data transformation across our Markets division. This is a unique opportunity to contribute to Ofgem’s ambition to become a more data-driven regulator, delivering smarter and more efficient services that benefit energy consumers across Great Britain.
As the energy sector evolves, so does our need for high-quality data and insight. You’ll play a central role in helping us strengthen our data capabilities, working on high-impact projects that support critical business functions and long-term strategic goals.
You’ll work in a collaborative cross-functional environment alongside colleagues from Markets, Policy, Digital, Data & Technology Services (DDaT) and our Data Management function. Your focus will be on identifying business needs, defining clear and actionable requirements and supporting the delivery of user-centric solutions that improve how we collect, manage and use data.
We’re looking for someone with a strong analytical mindset and a deep understanding of how data flows through systems from ingestion and transformation to representation. You’ll be confident using a range of techniques to draw out complex business needs, conduct root cause analysis and translate findings into requirements that are accessible to both technical and non-technical audiences.
You’ll also support the delivery of new services and improvements by modelling business processes, evaluating options and helping to define the scope and impact of change. Your work will directly inform development backlogs, business cases and user acceptance testing, ensuring that what we deliver meets user needs and supports Ofgem’s wider data strategy.
You’ll have experience in eliciting high-quality business requirements through interviews and workshops, documenting AS IS and TO BE processes, identifying opportunities for business performance improvement, working collaboratively with stakeholders to deliver user-focused solutions and supporting agile delivery teams while contributing to product development.

Responsibilities

CHANGE MANAGEMENT ROLE:

  • Requirements elicitation, workshoping, interviewing, prototyping
  • Business process modelling, analysing business needs, modelling system data
  • Value mapping and benefits realisation management.
  • Evaulating options, defining requirements, gap analysis and improving business processes
  • Strategic analysis, internal and external environment analysis, root cause analysis
  • Stakeholder analysis and management
  • Delivery of user-centric business solutions with agile working

Key Outputs and Deliverables

  • Impact analysis of proposed work and prioritisation of work stack based on this.
  • Comprehensive gap analyses based on assessment of existing business processes alongside detailed requirements for new processes
  • Functional, non-functional, data and usability requirements and business rules, established with key business users.
  • Requirements, modelled and documented, and translated to work items in the required structure for development teams to take forward.
  • Acceptance criteria, defined with the Product Owner and SMEs.
  • Options appraisals where analysis of work-flow leads to multiple possible strategies for facilitating business processes.
  • Clear definitions of change scope, with identification and prioritisation of new requirements or change requests as they are raised throughout project.
  • Support of business users and the testing team during user acceptance testing and rollout.
  • Quality assurance and maintenance of key requirements documents & specifications.
