The Sr. Business Analyst (SBA), Patient Access is the single point of accountability for end-to-end business and technical requirements across Health811 and the broader Patient Access & Navigation Services (PANS) division. This role is embedded in both the annual roadmap and quarterly release cycles and plays a critical role in shaping and accelerating delivery of digital health solutions through strong technical facilitation, integration design leadership, and vendor coordination. The ideal candidate is an IT-savvy BA who can:
- Lead integration planning discussions and develop interface specifications
- Drive and document AI solution enhancement requirements with clinical and digital stakeholders
- Write high-quality business and technical requirements for vendor consumption
- Facilitate alignment between business leads and technical teams to drive faster delivery
Here is what you will be doing:
Roadmap & Release Integration
- Embed in PANS annual roadmap and quarterly release planning; advise on demand sizing, sequencing, and technical dependencies.
- Drive clarity and velocity in defining business and technical requirements for upcoming releases.
- Maintain and prioritize a master requirements backlog aligned to roadmap milestones and vendor release windows.
Requirements Leadership
- Lead full requirements lifecycle - plan, elicit, analyze, validate, baseline, and manage changes for digital solutions with technical integrations.
- Facilitate workshops and working sessions with business leads, vendors, and technical SMEs to clarify desired outcomes, KPIs, user stories, and system flows.
- Produce business requirements documents (BRDs), functional and non-functional requirements, user stories, data-flow diagrams, interface specifications, and briefs.
- Translate abstract or high-level concepts (e.g., automation, AI, user experience improvements) into concrete, testable technical requirements.
Innovation & Integration Enablement
- Lead discovery and requirements development for digital innovation initiatives, including integration design, intelligent automation, and AI-powered enhancements.
- Facilitate early-stage conversations with stakeholders (clinical, technical, privacy, and data teams) to define innovation use cases and implementation needs.
- Document innovation requirements - such as decision logic, workflow improvements, data usage, or AI model criteria - ensuring clarity and feasibility.
Workflow Automation & Productivity Enablement
- Identify opportunities to streamline internal workflows such as document reviews, approval chains, and release coordination processes.
- Create and maintain automated workflows using Microsoft 365 tools (e.g., Power Automate, Teams Approvals, SharePoint) or light scripting.
- Support the team in improving internal productivity and governance tracking using low-code/no-code solutions.
Vendor Liaison & Facilitation
- Act as the central liaison between Ontario Health and vendors: ensure technical and business requirements are clear, actionable, and testable.
- Chair joint working sessions; manage design clarifications, decision logs, timelines, and traceability.
- Push forward design finalization and vendor deliverables by proactively resolving ambiguity and surfacing misalignment early.
Cross-Functional Alignment
- Ensure early engagement with Privacy, Security, Architecture, and Data Governance teams.
- Coordinate integration checkpoints, technical sign-offs, and PIA/TRA reviews to ensure completeness of requirements packages.
- Develop current- and future-state solution diagrams, architecture views, and RASCI charts to inform governance.
Documentation & Continuous Improvement
- Maintain a requirements-traceability matrix; track decisions, risks, and benefits realization.
- Support development of business cases, RFPs, and SOWs where technical clarity is critical.
- Contribute to team standards, tools, and intake process improvements. Mentor junior analysts as needed.
Here is what you will need to be successful:
Education and Experience
- Undergraduate degree in Information Management, Health Administration, Computer Science, Business Administration or related discipline (or equivalent).
- IIBA CBAP/CCBA, PMI-PBA, or equivalent BA certification preferred.
- 5+ years leading business analysis for complex digital solutions—ideally virtual-care, EMR, health navigation or other healthcare I&IT programs.
- Hands-on experience leading technical requirements sessions with both external vendors and internal teams.
- Expertise in requirements elicitation techniques, facilitation, and documentation standards such as BPMN, UML, and user stories.
- Demonstrated success delivering solutions in integration-intensive environments, including APIs, HL7/FHIR, and SSO.
- Proven ability to support annual portfolio planning and contribute to iterative release cycles within Agile, Hybrid, and Waterfall-Agile frameworks.
- Track record serving as the primary liaison for requirements between business stakeholders and external vendors.
Knowledge and Skills
- Working knowledge of system integration, API development, AI/ML solution requirements, and Ontario’s digital health infrastructure, including PHIPA, HIAL, HRM, and OLIS.
- Ability to collaborate effectively with privacy, security, and architecture teams on projects involving health data and clinical systems.
- Strong writing skills with the ability to produce clear, polished, and technically accurate documents for executive audiences.
- Excellent verbal communication skills, adept at translating information across executive, business, and technical stakeholders.
- Highly developed critical thinking, solution design, and decision-framing capabilities.
- Proven ability to manage competing priorities in fast-paced, multi-stakeholder environments.
