Commonwealth of Pennsylvania – Department of Health (DOH) Senior Business Analyst (PDMP) Position Overview This is advanced professional business analysis work supporting the Prescription Drug Monitoring Program (PDMP) within the Department of Health. The Senior Business Analyst serves as a key liaison between business stakeholders, technical teams, and external vendors to support system enhancements, ensure operational effectiveness, and deliver high-quality IT solutions aligned with Commonwealth standards. This position plays a critical role in requirements management, stakeholder engagement, and SDLC support to enhance the PDMP system and improve service delivery across the Commonwealth. Work Schedule / Environment Hybrid schedule: Telework permitted Monday, Tuesday, Thursday, and Friday Onsite requirement: Wednesdays, Harrisburg, Pennsylvania Salary $55,000, W2 with comprehensive and competitive benefits package Description of Work Lead and facilitate requirements gathering sessions with stakeholders to support system enhancements and project initiatives Serve as the primary liaison between business units, technical teams, and external vendors throughout the Software Development Life Cycle (SDLC) Analyze business processes, identify gaps, and recommend process improvements and system enhancements Develop and maintain comprehensive project documentation and deliverables in accordance with Commonwealth standards Coordinate and facilitate project meetings, workshops, and stakeholder communications Identify, assess, and escalate risks and issues to ensure timely resolution Support system testing efforts, including development of test cases and User Acceptance Testing (UAT) coordination Maintain documentation and artifacts within SharePoint and project repositories Key Responsibilities Elicit, analyze, and document: Business Requirements Functional Requirements User/Stakeholder Requirements Non-functional (QoS) Requirements Develop and maintain Requirements Traceability Matrix (RTM) Create workflow diagrams, process models, and system documentation Conduct facilitated workshops for requirements analysis and stakeholder alignment Provide subject matter expertise to guide PDMP system enhancements and compliance with legislative requirements Act as lead tester, including: Developing and executing UAT scripts Reviewing and validating test results Collaborate with developers, DBAs, testers, and project managers to ensure quality delivery within scope, schedule, and cost constraints Assist in training development and end-user support activities Required Qualifications 7+ years of experience working with stakeholders on technical or IT initiatives Bachelor's degree in Information Technology, Business Administration, or related field (or equivalent experience) Strong experience with: Requirements elicitation and documentation SDLC methodologies (Agile, Waterfall, or hybrid) Business process analysis and improvement Demonstrated ability to: Facilitate stakeholder sessions and workshops Translate business needs into technical requirements Communicate effectively across technical and non-technical audiences Strong analytical, problem-solving, and organizational skills Preferred Qualifications Certification from the International Institute of Business Analysis (e.g., CBAP, CCBA) Knowledge of BABOK (Business Analysis Body of Knowledge) Experience working within government or public sector environments Experience supporting healthcare or regulatory systems Familiarity with data analysis and statistical methods Key Skills Requirements Gathering & Analysis Business Process Modeling & Workflow Design SDLC & UAT Support Stakeholder Engagement & Facilitation Risk & Issue Management Documentation & Technical Writing Data Analysis & Problem Solving Communication & Cross-Functional Collaboration Benefits Overview Full-time employees are offered a comprehensive and competitive benefits package, including: Paid vacation, sick leave, and holidays Medical, dental, and vision health insurance Life insurance coverage Short- and long-term disability insurance 401(k) retirement plan with company match and immediate vesting Military leave Training and professional development opportunities Tuition reimbursement Employee wellness program Commuter benefits And more Equal Employment Opportunity (EEO) Statement Fathom Management, Inc. is committed to providing equal employment opportunities to all employees and applicants.
