KNOWLEDGE:

  • Knowledge of state payroll and personnel related laws, rules and regulations.
  • Knowledge of Payroll and Personnel theories, principles, and practices.
  • Knowledge of Civil Service law, rules and procedures.
  • Knowledge of Fair Labor Standards Act (FLSA).
  • Knowledge of large-scale systems, such as HR/Payroll, Time and Attendance, Data Analytics Tools
  • Knowledge of Excel and the ability to analyze data.
  • Ability to plan and direct the activities of a staff.
  • Ability to communicate effectively orally and in writing.
  • Ability to develop and recommend significant modifications to a HR / Payroll systems and policies.
  • Ability to provide guidance and technical expertise to lower-level professional and technical payroll staff.

MINIMUM QUALIFICATIONS

An Associate’s or Bachelor’s Degree or a four-year combination of education and experience in professional-level payroll administration work in either the public or private sector.

Responsibilities

This position operates as a member of the payroll division. This position is responsible for overseeing statewide personnel programs, System upgrade testing, directing and overseeing the payroll Division in the Mangers absence. This position may supervise certain activities within the division as necessary.

  • You will use analytical thinking to support Personnel and Payroll business customers.
  • Use time management skills to meet the flexibility and adjust appropriately to business needs.
  • Provide business and /or financial data analysis to department leadership.
  • Researches, analyzes, tests and recommends augmentation or creation of new systems, procedures, or information flows, in order to identify program deficiencies, resource waste and to improve unit/program efficiency and effectiveness.
  • Conducts operational effectiveness reviews of newly installed software and systems, confers with and trains agency staff, in order to ensure smooth system implementation and function.
  • Participates in the development and implementation of agency information system policy in order to establish agency operating standards and procedures in support of system efficiency, system integrity, availability and disaster recovery.
  • Participates in the planning, implementation, and management of special projects in order to ensure maximum utilization and efficiency.

Additionally, this role will be an integral part of the team and a professional demeanor and ability to work independently or in teams will be required.
