POSITION OVERVIEW

The Government of Ontario is implementing initiatives under Bill 5 – Protect Ontario by Unleashing Our Economy Act 2025. This role supports a License and Permit System based on Salesforce Public Sector Foundation, with potential assignment to Bill 5–related projects as needed.
The Senior Business Analyst will provide end-to-end business analysis services, managing user stories in Azure DevOps, leading requirements gathering, conducting stakeholder engagement, and ensuring quality deliverables to support large-scale digital product development.

MUST-HAVE SKILLS & EXPERIENCE

  • Experience with Salesforce, Azure DevOps, Microsoft Visio, Microsoft Project, and Miro boards.
  • Familiarity with Ontario Digital Service Standard, Ontario Service Design Playbook, and Digital First Assessment approach (Pre-Discovery to Live).
  • Strong knowledge of digital product development, implementation, and lifecycle management.
  • Proven experience with Agile, Scrum, Lean, and DevOps methodologies.
  • Demonstrated expertise in developing epics, features, user stories, and managing product backlogs.
  • Skilled in facilitating JAD sessions.

2. TECHNICAL SKILLS

  • Experience translating requirements into epics, features, and user stories for Salesforce.
  • Skilled in DevOps requirements capture and Microsoft productivity tools.
  • Experience in data analysis, migration, mapping, and specification documentation.

4. SOFT SKILLS

  • Exceptional analytical, problem-solving, communication, and negotiation abilities.
  • Proven track record in risk/issue management and reporting.

5. PUBLIC SECTOR EXPERIENCE

  • Prior government or public sector experience preferred.

Responsibilities
  • Manage and update user stories in Azure DevOps, including acceptance criteria, backlog items, product roadmap input, and pre-release validation/testing.
  • Collaborate with QA to build test cases, scenarios, and test data.
  • Facilitate JAD sessions, workshops, interviews, and mock-ups to gather requirements.
  • Lead business analysis aligned with OPS Unified Project Management Methodology, Enterprise Architecture, and Systems Development Methodologies.
  • Translate business/data requirements into developer-ready specifications.
  • Conduct business, process, and data modeling; define business rules, non-functional requirements, and conceptual/logical data models.
  • Develop business cases, cost-benefit analyses, and feasibility studies.
  • Monitor project progress, resolve issues, and report to I&IT management and stakeholders.
  • Ensure compliance with AODA and related accessibility standards.
  • Manage knowledge transfer activities throughout the project and during close-out.
