Scope of Work
The Business Analyst will support the Courts Digital Transformation Project by gathering, analyzing, and documenting requirements, facilitating stakeholder engagement, and supporting solution design and implementation. Responsibilities include:
- Gather and document configuration, functional, and non-functional requirements.
- Collaborate with cross-functional teams to align business needs with system configurations.
- Facilitate JAD sessions, interviews, and workshops with stakeholders and vendors.
- Develop system specifications, data mapping, journey maps, process flows, and requirements traceability matrices.
- Conduct GAP analysis, options analysis, costing, and business case development.
- Support Enterprise Architecture checkpoints with required artifacts.
- Prepare and validate reporting requirements, data models, data dictionaries, and CRUD matrices.
- Assist in solution design, prototyping, and modifications of user interfaces.
- Perform quality assurance and user acceptance testing, and assist in defect resolution.
- Coordinate project deliverables, manage stakeholder communications, and ensure compliance with OPS standards.
- Develop work plans, track project activities, and provide detailed documentation of work completed.
- Ensure knowledge transfer (KT) to OPS staff throughout the project lifecycle.
Deliverables
The consultant will produce and validate documentation/artifacts, including but not limited to:
- Configuration, reporting, functional, and non-functional requirements.
- System specifications, business requirements, and traceability matrices.
- Business process maps, journey maps, and options/costing analyses.
- GAP analysis, business cases, and current vs. future state models.
- Data mapping, logical/physical data models, data dictionaries, CRUD matrices.
- Enterprise Architecture documentation, status reports, briefing notes, and presentations.
- Test scenarios, defect logs, and validation of business/technical requirements.
Mandatory Requirements (Must-Haves)
- Knowledge of courts business processes for criminal, family, and civil lines of business.
- Hands-on experience implementing court case management solutions.
- Knowledge of native capabilities of systems providing court case management functionality.
- Experience with structured methodologies for application design, development, implementation, and maintenance.
- Strong facilitation, presentation, analytical, problem-solving, and decision-making skills.
- Excellent verbal and written communication and negotiation skills.
- Proven ability to work as a team player and consistently meet deadlines.
- Proficiency in Microsoft Word, Excel, Visio, and PowerPoint.
- Experience with OPS I&IT processes, standards, and artifacts.
- Hands-on experience in multiple delivery methodologies: Agile, Waterfall, Iterative Agile, Product Management.
- Experience using technical solution design and prototyping tools in JAD and design sessions.
Desired Skills & Experience
- Business analysis experience, ideally in large IT/public sector organizations.
- Familiarity with BABOK concepts, tasks, and techniques (certification an asset).
- Experience creating user stories, personas, customer journey diagrams, fit-gap analysis, and testing documentation.
- Experience with DevOps tools for requirements tracking and defect management.
- Strong background in data analysis: SQL queries, data mapping, and documenting business rules/processes.
- Previous experience with large COTS implementations and case system modernization.
- Experience conducting process improvement research and recommending best practices.
- Knowledge transfer and documentation experience in DevOps Wiki and boards.
Evaluation Criteria
TECHNICAL SKILLS
- Demonstrated solution design, prototyping, and data analysis experience.
- Knowledge of databases, applications, networking, and testing practices.
BUSINESS ANALYSIS SKILLS
- BA experience, with specialization in court case management systems.
- Experience in eliciting and documenting requirements, fit-gap analysis, and re-engineering processes.
COMMUNICATION SKILLS
- Ability to engage technical and non-technical stakeholders.
- Strong facilitation, negotiation, and consensus-building skills.
PUBLIC SECTOR EXPERIENCE
- Previous experience working with OPS or equivalent-sized public sector organizations.
