Are you a seasoned Business Systems Analyst with experience in legacy system modernization, stakeholder engagement, and enterprise-wide digital transformation? Our client seeks a Senior Business Systems Analyst to join their Modernization Project, designed to replace a 25-year-old platform supporting permit issuance, enforcement, and coordination with external utility partners.
You will be responsible for gathering business and system requirements, producing high-quality documentation, and guiding the analysis and design of a modern COTS-based solution. Your expertise will help transform a legacy system into a robust, secure, and user-friendly digital environment.

The Business Systems Analyst will work as a part of the project team to provide business and technical services in support of the project performing duties during Requirements Gathering and Analysis Stage (in SDLC) and COTS Procurement assigned as per the following:
1. Gather and document business and systems requirements and/or specifications. Validate any existing business and systems requirements
and/or specifications. Identify opportunities for business process improvements in consultation with business and technical stakeholders.
2. Document any changes to business and systems requirements and/or specifications, business procedures, processes, roles and responsibilities;
validate the requirements and participate in fit-gap analysis for new COTS products.
3. Document functional and non-functional requirements, compose functional design specifications and other supplementary specifications
including screen mock-ups, report layouts, data flows, ETL Specifications, etc.
4. Develop use case models, business processes ‘as is’ and ‘to be’, activity diagrams, and entity relationship diagrams by using Business
Processes Modeling (BPM)/its Notation (BPMN)/ Unified Modeling Language (UML).
5. Participate in project activities related to documenting the needs and requirements in areas of user experience (e.g. wireframes and UI/UX prototyping).
6. Provide business and technical services to meet project objectives, including business process reviews related to system architecture, application design, analysis, data work/ETL, development, testing, training and implementation.
7. Prepare technical reports and assessments by collecting, analyzing, and summarizing information and trends.
8. Communicate, collaborate and coordinate with management, business groups and the project team to facilitate and/or deliver project documentation and Knowledge Transfer.
9. Conduct studies on the feasibility of integrating technology and processes to deliver a range of services to the client if required.
10. Work closely with the project team to deliver information software solutions (COTS).
11. Prepare business operational procedures, training materials, and deliver training.
12. Facilitate rollout and support other environment management activities.
13. Track and resolve project problems, defects and issues.
14. Perform other project duties as required.
