Requirements:
Highly experienced Senior Business Intelligence Analyst (Hybrid with occasional visits to Pentagon & Alexandria, VA) to lead a high-visibility financial analysis project in support of the Defense Policy Review Initiative (DPRI) and Pacific Posture Enterprise (PPE). This role requires deep expertise in the programming, budgeting, and execution (PB&E) cycle, as well as familiarity with Department of Defense (DoD) financial systems and databases.
The selected candidate will serve as the analytical lead for cross-functional financial planning, budget formulation, funds execution, and risk analysis efforts. This includes participating in working groups, evaluating Program Objective Memorandum (POM) submissions, and ensuring data accuracy and fiscal alignment across multiple stakeholders and fiscal years.

QUALIFICATIONS

  • At least five (5) years of experience in Navy/Marine Corps Financial Management, POM analysis, and PB&E processes, particularly within a Marine Corps or Pacific-focused context.
  • Strong familiarity with the full suite of financial databases listed above.
  • Advanced Microsoft Excel skills (formulas, pivot tables, modeling).
  • Experience with data preservation, version control, and enterprise documentation.
  • Strong communication skills (written, verbal, and virtual).

Responsibilities
  • Lead financial analysis activities for DPRI and Pacific posture-related funding, including:
  • Current and prior year funds execution monitoring.
  • Comparative analysis of POM submissions.
  • Risk assessment for current and projected fiscal activity.
  • Participate in fiscal planning meetings and working groups; synthesize findings into actionable reporting.
  • Utilize and cross-reference data from a broad set of federal and DoD financial systems and databases, including:
  • DAI, PBIS, MCPRIME, eDST, Cerberus, USMC MCFAD, Navy STARS, Navy ERP, and others.
  • Create, maintain, and analyze complex spreadsheets to support program and budget assessments.
  • Validate and reconcile fiscal data across programming, budgeting, and execution phases in accordance with applicable policies.
  • Support data entry, extraction, manipulation, document creation, version control, and stakeholder communication across all channels (written, verbal, and virtual).
  • Review and verify the accuracy of financial documentation, including account codes, transaction details, and summary reporting.
  • Provide audit and assessment support through data collection, historical research, and compliance documentation.
  • Assist in managing and tracking funds from Exchange of Notes (EON) agreements and future international funding sources supporting Pacific Posture.
  • Coordinate closely with stakeholders to ensure alignment and transparency in all financial and programming activities.
