Description GENERAL DESCRIPTION: Responsible for managing the procurement processes of the critical materials, components, equipment, supplies, services, and capital goods required for the organization. ESSENTIAL FUNCTIONS - Includes the following (other duties may be assigned): · Manage, evaluate, and determine purchase requirements from Visual Manufacturing ERP/MRP for assigned commodities. · Negotiate pricing, terms and delivery conditions with suppliers to achieve the best outcome for the company. Coordinate activities with Production, Planning, & Inventory Control departments, in alignment with company policies and financial objectives, to determine most cost-effective buys or inventory re-order levels. · Identify potential suppliers and in coordination with the Quality Department approve initial use of the supplier. · Identify potential suppliers, issue RFQs, evaluate supplier responses, select suppliers and develop strong relationships with key suppliers. · Issue Purchase Orders and/or Change Orders, in accordance with company policies, legal regulations and ethical procurement practices. · Identify cost-saving opportunities and coordinate implementation of cost reduction strategies. · Coordinate resolution of supplier non-conformance and/or invoicing issues. · Ensure that purchases made are within budget. · Operate with minimal supervision, with wide latitude for independent judgment. · In coordination with Quality and other departments establish appropriate standards and monitor the performance of suppliers to ensure consistent quality of goods and services provided. · Establish effective communication between materials, production assembly, test, quality control, machine shop, and repair departments in order to achieve goals and plans. · Stay updated on market trends, technologies, new products, and potential suppliers to ensure the company is sourcing the best options. · Coordinate supplier notifications of Engineering Change Notice (ECN) that affects open purchase orders for assigned commodities as indicated on approved ECN’s. · Coordinate supplier waiver/deviation requests with Engineering, Manufacturing, and QA personnel as required. · Interface with Accounting, Engineering, Quality, Operations, and Sales Departments. · Review and sign-off of sales folders regarding customer flow-downs, component availability and other procurement issues. · Follow procurement procedures as defined in Diamond QMS · Familiarity with Government contract requirements (DFAR’s, FAR’s, ITAR, AS9100, etc.) Requirements EDUCATION: · Bachelor’s Degree, or equivalent experience EXPERIENCE: · Requires a minimum of 7 years purchasing/planning experience with emphasis on manufacturing of RF microwave or similar equipment, in a job shop environment supporting U.S. Government contracts · Working knowledge and experience with ERP and MRP systems. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: · Broad knowledge of microwave materials and assembly & test. · Detail knowledge of MRP/ERP systems and Microsoft Office Applications. · Ability to read and interpret engineering drawings. · Ability to manage procurement activity based on supplier and customer milestones. · Excellent verbal and written communications skills. · Strong negotiating skills, with ability to drive favorable outcomes. · Strong organizational and time management skills to handle multiple tasks and meet company deadlines. · Strong knowledge of U.S. Government contracting (e.g.: DPAS rating, FOD awareness, counterfeit parts, contract flow downs, etc.) · Ability to work independently as well as in a team environment. · Attention to detail to ensure accuracy in contracts, terms, pricing, documentation and records. TRAINING: · General Safety · Quality Management System Awareness · Visual Manufacturing MRP/ERP · Understanding Flow of Materials - on going. PHYSICAL DEMANDS: · Lift up to 50lbs; desk work approx. 75%, standing approx. 15% and vendor visits approx. 10%.
