Description Teller County's Department of Human Services located in Woodland Park, CO is seeking a Senior Case Manager to provide advanced case management and oversight for one of the following programs TANF, CCCAP, Adult Financial, and Long-Term Care programs. This position leads complex eligibility determinations and ensures clients understand program requirements, responsibilities, and appeal rights. What You'll Do: (1) In consultation with the Unit Lead Worker, responsible for providing assigned entry level Case Managers with training on eligibility determination and data entry processes for multiple Public Assistance programs (2) Provide daily oversight and technical support, policy interpretation, and quality review for assigned Case Managers to ensure accurate, timely, and compliant delivery of public assistance services; collaborate with the Unit Lead Worker to address performance concerns and support staff development. (3) Review case documentation and data entry for accuracy and compliance, authorize the release of benefits entered by assigned staff. (4) Responsible for managing an assigned caseload, entering and maintaining accurate data in the state system, and overseeing case management from application through closure. (5) Identify potential program fraud or abuse, consult with the Unit Lead Case Manager, and complete required reports to initiate the investigation process. (6) Make referrals to community resources for emergency or on-going needs including the immediate referral to Teller County DSS Child/Adult Protection services and/or therapist as indicated in crisis situations. Responsible to arrange supportive services for domestic violence issues, mental health or medical concerns and transportation services. (7) Determine the need for recovery of funds or Food Stamps and follow the prescribed protocol to implement the recovery. (8) Develop policies and procedures with team; recommend policies to Unit Lead Case Manager . (9) Participate in local, regional, and State meetings/training to further develop policy/program issues and expertise. Participate in local committees or work groups to further develop intra-agency understanding of and coordination of programs. Requirements What You'll Bring: Knowledge/Skills/Abilities: Knowledge of: Family dynamics and group process; requirements and criteria of the Welfare Reform Statutes and the goals of the reform; basic computer skills and electronic communications; principles and processes for providing excellent customer service, including customer needs assessment, meeting quality standards for services, and evaluation of customer satisfaction Skilled in: Use of basic computer software programs; understanding and applying pertinent laws, rules, regulations and policies; using tact, discretion, initiative and independent judgment within established guidelines; maintaining confidentiality; organizing work, setting priorities, meeting critical deadlines and following up on assignments with minimum direction and supervision; applying logical thinking to solve problems or accomplish tasks; understanding, interpreting and communicating complicated policies, procedures and protocols; working in a deadline driven environment; initiating and responding to medium volume of daily calls/contact; interacting with all levels of internal and external professionals while developing strong productive relationships; organization and time management. Ability to: Verify accuracy of billing statements and ensure quality control standards on selected cases; manage multiple programs, casework, data entry, files and correspondence concurrently and in a timely manner; counsel clients; prioritize, problem solve, seek alternate solutions and resolve situations; teach life/work skills training; research and revise training; write reports; be a self-starter; successfully accomplish multiple tasks simultaneously while working independently or within a team environment; work with minimal supervision; interact with a variety of people, cultures, problems and circumstances; analyze and resolve problems involving several variables; understand and carry out written and oral instructions, giving close attention to detail and accuracy; communicate effectively in writing and verbally; establish and maintain effective and professional working relationships with co-workers, other county departments, representatives of other agencies and organizations, and the public. Experience/Education: High school diploma or equivalent; Two (2) years successful completion at entry level case management in all programs of Public Assistance; Experience with CBMS computer preferred; Bachelor’s degree in a field of human services is desired; Any acceptable combination of education, training and experience that provides the listed knowledge, skills and abilities may be substituted. Additional Details About the Role: Visual Acuity/Hearing/Speaking: Must be able to write and read; able to hear, see and speak. Physical Effort/Dexterity: This position works in an office setting with daily routine computer usage; requires the ability to drive a vehicle; light physical exertion and the normal range of motion and dexterity; ability to sit (sometimes for extended periods of time), stand, stoop, kneel, crouch, bend, crawl or climb; ability to lift, pull or drag up to 25 lbs. for short periods of time. Environmental Factors: Work is generally performed in an office setting; occasional local travel may be required. Work Schedule/Characteristics: 40 hours per week. License/Certification Requirements: Possession of and ability to maintain a valid Colorado driver’s license; ability to clear/pass certain levels of State security to access highly confidential information; ability to pass a pre-employment drug test.
