Description Position Purpose: Responsible for planning, organizing, and implementing an integrated Senior Center program designed to meet the local needs of Northumberland County’s older adults. Responsible for the supervision, assistance, and coordination of information and programs for older adults and veterans. This supervisor participates in formal and informal training sessions which provide the methods, procedures, rules, and regulations that govern the programs and the internal operations of Aging programs. Description of Duties: Provides supervision and administrative direction for the agency’s Senior Centers and nutrition programs which include congregate meals, nutritional education, socialization/recreation programs, and health & wellness programs. Assesses and coordinates the Senior Centers through or with the assistance of the agency’s Advisory Council, mobilizes volunteers to assist in nutrition services and/or education programs, and attends public meetings for the purpose of explaining the goals and objectives of the Senior Centers. Assists the Center Operators in arranging for community-based programs such as life skills, health screenings, and consumer education. Coordinates the congregate meal program, including purchasing of supplies and condiments. Monitors the nutrition contracts for both the meal provider and the agency dietician. Monitors the transportation contract with the shared ride provider. Coordinates the annual Farmers Market Check Voucher program. Serves as the agency’s Health & Wellness Coordinator. Develops and recommends policies and procedures for the overall operation of the agency’s Senior Center program. Prepares monthly program and budgetary reports required by State and Federal regulations. Educates new staff in the rules, regulations, and procedures of the Senior Center program. Assists in the preparing and administration of the annual Aging program budgets. Conducts unit meetings on a regular basis to review rules, regulations, and procedures concerning Aging directives and agency policies. Evaluates work of assigned staff and provides technical assistance, annual evaluations, and guidance as needed. Maintains supervisory files which include ongoing documentation for the purpose of monitoring progress of assigned staff and provides disciplinary procedures if required. Attends meetings and trainings and interprets and relays information to assigned staff and agency administration. Advises agency administration and makes recommendations on policy and procedure changes related to the Senior Center Program. Reviews and analyzes all Senior Center-related documentation for completeness, accuracy, and adherence to established policies and procedures. Answers the phones, greets, and provides assistance/answers to inquiries from walk-in older adults and other members of the public. Utilizes applicable software and databases to complete reports, required forms, and documentation in accordance with regulation time frames and agency standards. Acts as an advocate for older adults, including caregivers and veterans. Attend all mandated trainings as well as staff meetings required by the agency. Maintains a positive work atmosphere by communicating in a manner that is courteous and professional with older adults, caregivers, veterans, co-workers, outside agencies, and the public. Performs other related duties as required. Decision Making: As knowledge and skills are acquired, the difficulty of assignments will increase and more latitude in judgement will be permitted. Will exercise initiative in performing assignments. Will seek assistance and advice with difficult cases. Will possess reliability and analytical ability. Will display exceptional judgment. Work is reviewed by the Agency Administrator through an evaluation of documentation, individual and group meetings, and evaluation of reports. Requirements Experience and Requirements: Must meet PA residency requirement. Employment preference may be given to residents of Northumberland County. Must be able to travel throughout Northumberland County and to State-mandated trainings in areas that may or may not be accessible by public transportation. Must be willing to travel throughout Northumberland County and as required by the Agency; travel expenses will be reimbursed per union contract. Must be able to perform essential job functions. Minimum Experience and Training: Three (3) years of experience in a food service, social service, or recreation program, including one (1) year in an administrative, supervisory, or consultative capacity; Or one (1) year as a Senior Center Operator; College or business school may be substituted on a year-for-year basis to a maximum of two (2) years for the general experience; Or any equivalent combination of experience and training. Trainings and Certifications: After completing a 6-month Probationary Period, Senior Center Director 1 will be required to participate in SERVESAFE Training & Testing which requires passing the test to become SERVSAFE Certified. Certification is good for a period of 5 years. SC Director1 will be required to participate in Health & Wellness Instructor Training Programs such as: Healthy Steps in Motion, Healthy Steps for Older Adults. SC Director 1 will be required to obtain CPR Certification (2-year Certification) which is recommended for Health & Wellness Program Instructors. Essential Functions: Knowledge of the needs and problems of the older adult population. Knowledge of local Aging organizations, programs, and community resources. Knowledge of the organizational structure of local government, community groups, and community supportive service organizations. Knowledge of the principles and practices of supervision and administration. Knowledge of Federal, State, and local HIPAA regulations and policies pertaining to the protection of personal health information. Knowledge of office administration methods, practices, and procedures and the ability to make arithmetic calculations. Ability to communicate and express ideas and maintain a professional atmosphere with older adults, caregivers, veterans, members of the public, and co-workers. Ability to establish and maintain working relationships with officials and representatives of State, Federal, and community agencies, older adults, caregivers, veterans, and the public. Ability to work in a fast-paced working environment and the ability to multi-task. Ability to operate general office equipment and perform routine clerical work. Ability to prepare and maintain written records, such as inventories of food and supplies, program reports, and Aging consumer data. Ability to develop and implement administrative policies and cost-effective procedures for meeting the nutritional, recreational, socialization, and educational needs and desires of the older adult population. Ability to verify that nutritional programs meet state health and food-handling regulations and accepted food services and sanitation practices. Ability to evaluate the quality, effectiveness and efficiency of programs for the aging in the areas of nutrition, recreation, instruction and transportation. Ability to assign and review the work of Center Operators. Ability to prepare performance reviews of Center Operators. Ability to train Center Operators and/or other agency staff in on-the-job settings. Ability to handle stress. Ability to complete basic computer operations using Windows computer systems and Microsoft Office products, including Outlook, Word, and Excel. Ability to learn and use the databases required by the Department of Aging, Department of Human Services, and other state-managed databases as needed. Ability to understand and accept the needs and rights of others and work with older adults, caregivers, and veterans who are physically, mentally, emotionally, and/or economically challenged. Ability to be flexible and assist with a variety of agency programs and duties as needed.
