About the Role As the Senior CEQA/NEPA Manager, you will play a critical role in analyzing, preparing, and managing environmental impact documents under the National Environmental Policy Act (NEPA) and California Environmental Quality Act (CEQA).The Senior CEQA/NEPA Manager provides day-to-day management of the environmental process for assigned projects from inception to close out in support of the successful delivery of the California High-Speed Rail Authority’s (Authority) environmental program. The position may be called on to support multiple projects concurrently in a wide range of capacities. Key Responsibilities Supports the Environmental Services (ES) Branch on projects program wide Coordinates with other branches as needed to manage the environmental component of projects program wide, providing day-to-day oversight, guidance, recommendations, document review and schedule maintenance for all environmental clearance documents and processes Ensures timely and quality preparation of California Environmental Quality Act (CEQA)/National Environmental Policy Act (NEPA) environmental documents Informs leadership regarding the environmental status of assigned projects Assists with monitoring project scope, schedule, and budget of assigned projects Provides direction to consultants regarding Authority standards, quality, and expectations Works with other CEQA/NEPA managers to provide consistency across the program Verifies document content conforms with Authority standards, procedures, and methodologies Represents Authority environmental planning and CEQA/NEPA compliance needs Gathers, guides, and processes data and information generated by engineering, design, and operational, and other technical experts for use in environmental documents Attends weekly team meetings with various disciplines as well as agency and stakeholder meetings Schedules and/or attends meetings with agencies for consultation purposes Supports preparation for and attends stakeholder working group, open house, public hearings, or other outreach activities Tracks environmental schedule and deliverables against the adopted Authority environmental milestone schedule Manage and coordinate multiple tasks, ensuring adherence to project timelines and objectives. Required Expertise Bachelor’s degree in environmental planning or a related field and 8 years of relevant experience Working knowledge of federal (NEPA) and California state (CEQA) environmental law and processes as well as other relevant state and federal laws and regulations. Extensive experience preparing and managing EIR (CEQA) and EIS (NEPA) documents. Working understanding of fundamental project management concepts (scope, schedule, budget) Exceptional technical writing, organizational, and analytical skills. Experience coordinating with multi-agency and interdisciplinary teams Proven ability to navigate complex regulatory environments and effectively communicate with diverse stakeholders Preferred Qualifications Masters Degree in Environmental Planning or related field Experience authoring CEQA/NEPA documents Experience supporting environmental policy implementation and post-ROD activities Familiarity with rail project development phases and related transportation disciplines Why Join Keish Environmental?
