JOB SUMMARY
EconSys is seeking an experienced Senior Classification Specialist to provide position classification and strategic organizational management support to the customer, ensuring that positions are properly classified and evaluated to support effective workforce management and compensation in compliance with federal regulations, guidelines, and policies. This role will support the classification process by analyzing job descriptions, duties, , and other relevant materials, aligning positions with appropriate job families and grades in accordance with the Office of Personnel Management (OPM) federal classification standards and federal agency guidelines. The Senior Classification Specialist provide classification guidance to management, such as performing desk audits, assisting in classification appeals, and agency/OPM consistency reviews.
ESSENTIAL JOB FUNCTIONS
- Conducts thorough analyses of proposed job descriptions and classifies in accordance with agency and OPM classification regulations.
- Provides detailed position description evaluation reports to support classification decisions.
- Explains classification decisions and findings in laymen’s terms for ease of understanding.
- Develops clear and accurate position descriptions and ensures position descriptions align with organizational structure and goals.
- Reviews job documentation to assign proper grade levels and job series codes based on OPM classification standards and criteria.
- Review existing agency positions descriptions to ensure accuracy of assigned title, series, and grade. Prepares position classification reports, as required.
- Recommends changes to improve organizational effectiveness and supports organizational restructuring and reorganization efforts.
- Provides expert advice to managers and human resources personnel on classification policies, procedures, and best practices.
- Conducts classification audits to ensure accuracy and consistency and assists with preparing materials for OPM and other regulatory audits and reviews.
- Maintains accurate records and documentation of all classification actions and decisions for audit and compliance purposes.
- Offers guidance on the development of new positions, ensuring that they comply with federal classification standards.
- Prepares and submits reports detailing position classification activities, findings, and recommendations to senior leadership and stakeholders.
- Assists in training HR staff and managers on classification principles, procedures, and best practices.
- Ensures all classification decisions are in compliance with federal laws, agency-specific policies, and applicable labor regulations.
- Assigns proper FLSA coding for all positions.
QUALIFICATIONS, EDUCATION, AND EXPERIENCE
- Bachelor’s degree in Human Resources, Business Administration, or related field; or equivalent work experience.
- Minimum of five [5+] years of experience in position classification, job analysis, or federal human resources.
- Must be able to successfully pass a comprehensive background check and obtain and maintain a government-required security clearance, if needed.
- Familiarity with OPM classification standards, the General Schedule (GS), and other federal pay systems.
- Experience with position management, workforce planning, and conducting audits is preferred.
- Strong understanding of federal classification rules, regulations, and guidelines.
- Strong proficiency in MS Office (Word, Excel, PowerPoint) and other relevant software tools.
- Excellent written and verbal communication skills.
- Ability to analyze complex position descriptions and determine appropriate classifications.
- Attention to detail and strong organizational skills.
- Ability to work independently and as part of a team.
- Strong organizational skills and the ability to handle confidential information with discretion.
- Certification in Human Resources (e.g., PHR, SPHR) or Federal HR certification is a plus.
