JOB DESCRIPTION
Job Purpose:
To assist the Commissioning Programme Leaders / Heads of Commissioning by undertaking aspects of cross-directorate commissioning and contract management at Principal Officer level.
To be responsible for the management of a portfolio of work which contributes to the delivery of one or more of the following:
You will contribute to the evaluation and performance management of contracts with commissioned services and play a key role in developing and maintaining productive relationships with service providers to achieve high quality services and value for money. Through your detailed knowledge and skills relevant to commissioning and contract management, you will demonstrate the leadership and qualities commensurate to the level of Principal Officer.
You will provide assistance within the commissioning function to ensure the proper financial management and performance assurance of such contracts. You will lead on the development of innovative ways of achieving value for money on an on-going basis. You will provide line management to Commissioning Officer and Commissioning Support Officer level roles, undertake staff appraisals and support the personal development of team members as required.

ABOUT THE ROLE
As a Senior Commissioning Officer you’ll work closely with the team’s Commissioning Managers to deliver a varied and interesting array of time sensitive commissioning functions. Primarily this will be focused around extra care market growth and management, maximising contract performance including complaints and safeguarding referrals. The role provides the opportunity to support the development of costing/funding models, as well as undertaking reviews and recommissioning of existing and new contracts, grants and services.
The role is integral to our Older People’s/Intermediate Care Commissioning Team. The team brings together commissioning and contract management (quality assurance) for commissioned services for older adults, generally aged 65 and over. This covers a range of statutory provision such as intermediate care, home care, extra care, residential and nursing. We are a values-driven, supportive, diverse and creative team who are involved in high profile cross-directorate areas of commissioning across Leeds. This is an opportunity to work with like-minded individuals to support and further develop accommodation and community services in Leeds to be the best they can be - to benefit the citizens of Leeds who need them the most.
