Job Description: Parsons is looking for an amazingly talented Senior Construction Engineer to join our team on the world’s most ambitious infrastructure project: NEOM Trojena. In this role, you will oversee the construction, installation, and commissioning of complex wet utility networks—including potable water, wastewater, storm drainage, and irrigation—within the unique high-altitude and mountainous terrain of Trojena. WHAT YOU'LL BE DOING Site Oversight: Supervise the construction of massive wet utility networks, including gravity sewers, pressure mains, pumping stations, and high-altitude water storage reservoirs. Technical Leadership: Resolve complex technical issues on-site, ensuring that the installation of pipelines and mechanical systems meets NEOM’s stringent sustainability and engineering standards. QA/QC Management: Review and approve Method Statements, Inspection and Test Plans (ITPs), and Material Submittals. Ensure all work adheres to the Project Quality Plan. Contractor Management: Oversee multiple international contractors, ensuring progress remains on schedule and within budget, while verifying that "As-Built" drawings accurately reflect field conditions. Safety Integration: Enforce Parsons’ and NEOM’s world-class Health, Safety, and Environmental (HSE) standards in a challenging mountain construction environment. Stakeholder Liaison: Coordinate with NEOM authorities and other delivery partners to manage utility interfaces and ensure seamless integration with dry utilities and vertical infrastructure. WHAT REQUIRED SKILLS YOU'LL BRING Education: Bachelor’s degree in Civil Engineering, Mechanical Engineering, or a related technical field from a recognized university. Experience: Minimum of 10 years of related work experience in the construction of large-scale infrastructure and wet utility projects. Technical Expertise: * Profound knowledge of potable water, TSE (Treated Sewage Effluent), firefighting, and foul sewer systems. Extensive experience in high-pressure pipeline installation and testing. Familiarity with pumping station mechanical/electrical interfaces. Leadership: Proven ability to lead multidisciplinary teams and manage large-scale subcontractors in a fast-paced "Giga-project" environment. Communication: Excellent written and oral English communication skills, with the ability to draft high-level technical reports and executive summaries. WHAT DESIRED SKILLS YOU'LL BRING Chartered Status: Professional Engineer (PE) or Chartered Engineer (CEng) status is highly preferred. Digital Fluency: Experience with BIM (Revit/Civil 3D) for clash detection and field coordination. Regional Experience: Previous experience working on Giga-projects in Saudi Arabia or the GCC. Agility: Ability to adapt to a remote, high-altitude work environment and a rigorous 24/7 project schedule.
