Description The Construction Manager / Senior Construction Inspector will lead construction inspection and construction administration services for horizontal construction projects involving site development and underground utilities for public and private clients. This role focuses on ensuring contractor compliance with plans, specifications, codes, and contract requirements while serving as the client’s on-site representative. The position includes oversight of inspection staff, quality processes, and coordination with project teams but does not function as the primary project manager. Key Responsibilities Construction Inspection & Administration Provide senior-level inspection oversight for horizontal construction projects including grading, paving, drainage, water, wastewater, and storm utility installations. Serve as the primary on-site representative for the owner or client, ensuring construction conforms to approved plans, specifications, permits, and standards. Observe contractor operations and verify materials, workmanship, and construction methods meet contract and regulatory requirements. Review and process daily inspection reports, material testing results, pay quantity measurements, and field documentation. Review and support evaluation of contractor pay applications, change orders, field changes, RFIs, and submittals from an inspection and compliance perspective. Assist with substantial completion inspections, punch lists, final walkthroughs, and project closeout documentation. Client & Stakeholder Coordination Interface directly with public and private clients, engineers, contractors, and regulatory agencies regarding inspection activities and field issues. Represent client interests during construction progress meetings, utility coordination meetings, and site visits. Communicate construction progress, quality concerns, and potential risks to clients and internal leadership. Support dispute resolution by documenting field conditions and providing factual, contract-based assessments. Staff Leadership & Mentorship Lead, supervise, and mentor construction inspection staff including Construction Inspectors, Project Coordinators, CAD Designers (as needed for as-built plans), and Quality Management personnel. Assign inspection coverage, monitor workloads, and ensure adequate staffing for project needs. Provide technical guidance, training, and mentoring to inspection staff to ensure consistency, accuracy, and professional growth. Support performance reviews and foster a collaborative, safety- and quality-driven work environment. Quality Assurance & Compliance Oversee quality assurance and quality control activities in coordination with the Quality Manager. Ensure proper documentation of inspection activities, testing, corrective actions, and compliance records. Verify adherence to safety standards, environmental requirements, and agency regulations on active construction sites. Identify construction risks, non-conformance issues, and trends, and elevate concerns appropriately with recommendations. Requirements QualificationsEducation & Experience Bachelor’s degree in Civil Engineering, Construction Management, or a related discipline preferred (or equivalent relevant experience). Minimum 8–12 years of experience in horizontal construction inspection, construction administration, or field engineering. Demonstrated experience inspecting public and private site development and utility projects. Proven experience leading and mentoring inspection or field staff. Technical Skills Strong knowledge of site development, underground utilities, and horizontal construction standards. Proficiency in reading and interpreting civil construction plans, specifications, and contracts. Experience with inspection reporting systems, quantity tracking, and construction documentation. Communication & Leadership Strong interpersonal and written communication skills. Ability to clearly document field conditions and effectively communicate technical issues to clients and contractors. Leadership mindset with an emphasis on mentorship, accountability, and professionalism. Certifications (Preferred) Professional Engineer (PE), Certified Construction Manager (CCM), or Construction Inspector certifications preferred. FDOT, CEI, or municipal inspection certifications preferred. OSHA training and safety oversight experience preferred. #LI-WL1
