The Department of Interior (DOI) Bureau of Indian Affairs (BIA) Aviation Program is responsible for managing all aviation activities for the Bureau of Indian Affairs. The DOI utilizes a finance and acquisition system called Financial Business Management System (FBMS), recently converted to a new financial business system called SAP Business Suite 4 (S4HANA). The new system requires implementation of new processes and procedures in BIA financial systems as well as aviation, service and supply contracts. The BIA continues its efforts to centralize their aviation program, training and budget programs into the BIA Aviation Program headquartered at the National Interagency Fire Center (NIFC), Boise, ID. With an increased workload, the strategic planning, execution and implementation of the aviation program have resulted in additional travel and labor.
Montech Inc. is seeking a qualified candidate who will provide administrative, professional Senior Consultant Services and subject-matter expertise support services in multiple specialized areas of work. Because workload may fluctuate depending on needs, the BIA needs to be able to quickly adjust to any increases in administrative, professional Senior Consultant Services and other support services in multiple specialized areas of work to continue supporting wildland fire response efforts, natural resource management, and emergency response capabilities across federal and tribal lands throughout the country to uphold trust responsibilities to tribal nations.

QUALIFICATIONS

The Senior Consultant shall possess the following education and experience minimum qualifications:

  • Minimum Education: Bachelor’s Degree or equivalent experience.
  • Six (6) years of management consulting or related industry.
  • Must have been a warranted contracting officer in the field of aviation within the last 15+ years.
  • Must have a minimum of 15+ years of experience in the field of aviation contract management and operations related specifically with wildland fire aviation crews and contractor pilots and crews.
  • Must be able to work independently on detailed assignments utilizing subject matter expertise.
  • Possess extensive demonstrated knowledge in aviation operations, aviation acquisition, and financial management relative to the National Interagency Wildland Fire program and the Bureau of Indian Affairs.
  • Must be able to lead or coordinate tasks or projects, provide training and management oversight of aviation operations in the field.
  • Must be experienced in the Dept. of Interior database, Financial Business Management System (FBMS) and SAP Business Suite 4 (S4HANA), and able to retrieve data from the Budget Execution and Reporting Tool (BERT).
  • Must be familiar with the following regulations: 1) Federal Acquisition Regulations, 2) DOI Acquisition Regulations, 3) Code of Federal Regulations, and 4) DOI Policies and Manuals.
  • Specialized experience will include outstanding recent managerial experience in the relevant subject area, and a diverse range of related subject matter expertise in one or more relevant areas of the acquisition life cycle or program/project functional area, to include: purchasing/procurement, source selection, training, research, business process improvement, policy development, financial analysis, automated systems development/analysis/ implementation, federal government project or program management, federal statutes and regulations, acquisition or contracting management.
  • Project management experience (planning, scheduling and conducting all phases of the project(s) and deliverables to which they are responsible).
  • Ability to give direction, provide project status, and share feedback to team members, and assist in issue resolution.
  • Excellent internal/external communication skills
  • Excellent time management and organizational skills.

Applies principles and methods of the subject matter to achieve specialized solutions. Capable of planning, directing and implementing aviation initiatives. Provides advanced specialized aviation oversight relative to contract and other functional support in the development of aircraft requirements, solicitations, evaluation and management of aviation contracts.
