CE brings together our portfolio of work in arts, education, English, and research. Our portfolio is delivered through a set of globally led programmes that locate our work and impact within our strategic framework. These programmes deliver our key performance indicators and impact ambitions. TVET work is delivered through Going Global Partnerships programme. Going Global Partnerships builds stronger, more inclusive, internationally connected higher education and technical and vocational education and training (TVET) systems. Our work builds connections between education, employers, and policy makers in the UK and their counterparts internationally to develop high-quality TVET systems that help both individuals and economies prosper and promote stable societies. In alignment with the Sustainable Development Goals our work bridges the gaps between the learner and the world of decent work and strengthens education and work systems to improve people’s lives and build a prosperous, green and fair future. Our programmes bring about change through four focus areas: Enhancing TVET system and institutional governance Improving the quality and relevance in TVET systems and the institutions and practitioners that deliver TVET Ensuring inclusive TVET practice related to gender and disadvantaged groups Sharing international experience and good practice in TVET These are underpinned by an education-employer partnership approach and a focus on the transition to education, employment, and entrepreneurship. Role Purpose - The Job: To support the pursuit, development, delivery and evaluation of the British Council’s Technical and Vocational Education and Training (TVET) global portfolio within the Going Global Partnership Programme, through the provision of high quality technical and policy advice; research and analysis of sector trends and opportunities; and ensuring engagement and alignment with UK TVET sector knowledge and expertise. The role will have responsibility for managing relationships with external UK sector stakeholders as well as with internal stakeholders in a small number of TVET priority countries and regions, ensuring sustainable and impactful programmes in these countries. These programmes should align with UK sector strengths and expertise and support institution to institution and/or government to government partnerships. Funders of our work are UK Government, EU, International Development Banks and Agencies as well as the Private sector. Main Accountabilities: TVET Sector expertise Maintains an authoritative knowledge of the UK’s strengths, reputation and capacity within the TVET sector, in order to work with colleagues and practitioners to maximize its cultural relations impact As appropriate, represents the British Council externally to enhance its reputation as a credible authority in TVET system reform and to promotes intercultural understanding and new collaborative opportunities Contributes to the development and delivery of training, support and knowledge-sharing activities to build skills and capability in the TVET sector across the British Coucil (in the UK and overseas) Product/programme management or development Provides formal quality assurance to proposed global and local programmes or products, to ensure these are appropriate, high quality and aligned to the British Council’s strategic priorities within the TVET sector Proactively participates in internal and external working group/peer networks to maintain a detailed understanding of both current and prospective products/programmes/services and uses these insights to inform effective delivery of business development activities Takes lead accountability for ensuring the TVET components of the British Council’s knowledge management systems, websites and marketing materials are relevant, useful, up to date and comprehensive Ensures major initiatives/programmes/tenders/new products incorporating TVET are properly specified, designed and evaluated so they deliver maximum contribution to the British Council’s overall objectives Relationship & stakeholder management Actively networks, builds and manages trusted relationships with stakeholders, clients and partners in the UK and internationally to promote cultural relations and collaborative activities and support the achievement of agreed commercial and impact targets. Participates with other account managers, SBU and regional colleagues in working groups and other collaborative forums (e.g. portfolio or sector networks) to develop coordinated, corporate strategies for cultivating, managing and leveraging strategically important relationships to enable achievement of British Council commercial and impact targets. Develops peer/personal networks within and outside the British Council to enhance own knowledge and expertise. Business Development Identifies, supports and manages the organization, production and submission of high quality, market responsive bids and proposals, ensuring timely and appropriate input from colleagues and consultants. Ensures compliance with agreed internal review and sign-off arrangements. Represents the British Council at client and partner presentations and negotiations, ensuring the commercial and strategic interests and professional reputation of the organization are protected and promoted. Builds and manages specific client/partner relationships and leads on new strategic, income-generating opportunities which contribute to agreed financial and impact targets. Provides technical input and strategic support to proposal teams. Leads and advises on complex negotiations with partners. Supports consistent application of global business development and delivery standards and building organisational pursuit capacity. Ensures internal and client compliance, including legal, finance, procurement, contract management and reporting. Leadership & management Plans and prioritises own work activities to ensure effective delivery of diverse responsibilities and deliverables over a quarterly to annual time horizon Determines work plans and coordinates input from others (who may be outside the direct management line) to meet specific objectives May provide formal line manager to a small team, consisting of staff both within and beyond the local office base As an experienced professional, contributes ideas to support the development of discipline-wide and customer-specific business plans and priorities EDI Actively contributes to an inclusive and anti-racist organisational culture, being aware of own biases, and taking action to mitigate against these. Requirements Of The Role: Minimum/essential Strong understanding of the UK TVET ecosystem, including key stakeholders, policies, approaches Proven experience of developing project concepts, proposals, and delivery plans within skills/education sector Experience of commissioning, managing and quality assuring services from contractors, consultants and partners Ability to provide expert advice on how to strengthen TVET governance, quality, inclusion, and employment outcomes (applied TVET system reform knowledge and experience) Desirable Experience of engaging/working with UK government organisations and/or international organisation.
