Education:
Education: the consultant is expected to have specific audit and/or risk management professional certifications (for ex. CIA, CFE, CPA, etc.)
Experience:
Experience: the consultant will have at least 12 years of oversight experience working for UN agencies or other public sector institutions, and able to show relevant experience in the areas of governance, risk management, oversight, audit and assurance work, evaluation, or risk consulting.
Knowledge & Skills:
The consultant must be able to provide referenced work for complex assignments, have knowledge human resource contract management and duty of care principles, a solid understanding of the United Nations system strategy requirements and practices as well as lead senior stakeholder engagements.
Languages:
Written and oral proficiency (native or fluent) in English.
BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
ORGANIZATIONAL CONTEXT: WFP is the food aid arm of the United Nations system and the largest humanitarian agency fighting hunger worldwide (www.wfp.org). WFP assists about 160 million food- insecure people per year in 120 countries worldwide. WFP operations include emergency, recovery, development, and special operations resorting to a mix of activities such as distributions of food, cash and vouchers, school feeding, nutrition activities, and asset creation.
The mission of the Inspector General and Oversight Office (OIG) is to provide WFP’s stakeholders’ assurance on the adequacy and effectiveness of WFP’s governance, risk management, and control processes aimed to detect and deter fraud, waste and abuse through the conduct of independent and objective oversight activities; to conduct inspections and investigations into allegations of wrongdoing and misconduct; and to facilitate the adoption and implementation of UN, humanitarian agency and private- sector best practices related to assurance and oversight.
Assurance services are performed by the Office of Internal Audit (OIGA) in support of OIG’s assurance opinion presented to the Executive Board every year and through publicly disclosed audit reports, which benefit the auditee and other stakeholders in and outside WFP. As detailed in the 2021 revised policy for the disclosure of oversight reports issued by the Office of the Inspector General, in addition to publicly disclosed Internal Audits, OIGA also delivers Advisories, Proactive Integrity Reviews, Consolidated Insights, and Special Purpose Reviews.
The 2025 OIGA workplan comprises 40 engagements which includes an internal audit of Employee Duty of Care as a WFP Corporate Risk. OIGA is seeking support from an external specialized consultant/s to carry out this internal audit:
Employee duty of care (Medium risk): Incorporated in WFP’s corporate risk register since July 2024, employee duty of care is a medium risk with accountability on the Assistant Executive Director of Workplace and Management Department. Ten mitigating actions are outlined with ownership spread across Human Resource, Security, Workplace Management, Medical divisions, or teams in WFP. The audit will assess the relevance, design, and effectiveness of the mitigating actions to address the corporate duty of care risk to WFP employees, will take stock of implementation progress of mitigation actions at corporate level and in selected country operations.
Employee Duty of care in WFP
Since July 2024, Employee duty of care is a medium risk in WFP’s corporate risk register with several mitigating actions outlined and owned by different divisions and teams in WFP.
On 29 November 2024, WFP issued an Executive Director Circular on Duty of Care Accountability and Governance Framework (OED2024/010), which outlines WFP’s unwavering commitment to ensuring a healthy, safe, respectful, and inclusive workplace. This framework details core principles, definitions, accountabilities, and governance structure. It includes the formation of the recently formed Duty of Care and Inclusion Committee, which held its first meeting on 10 December 2024.
Through this circular the Assistant Executive Director of the Workplace and Management Department is delegated the authority to issue supplemental guidance, oversee review, coordinate, and ascertain compliance, risk sharing and thereby enable and ensure the effective implementation and operationalization of this Framework.
The Circular supersedes WFP’s Policy on Occupational Safety and Health (OSH) (OED2016/003) & Leadership Participation in Internal Committees (OED2024/007).
ACCOUNTABILITIES / RESPONSIBILITIES:
The consultant is expected to act as the subject matter expert and deliver the following tasks under the supervision of an OIGA Manager and with the support of an OIGA staff.
Planning:
1. Kickstart of planning and preliminary review of relevant documentation and interviews with selected stakeholders, develop term of reference (ToR) for the assignment.
Target timeline: June / July 2025.
Responsibility: Consultant with the support of OIGA
2. Define an engagement planning memorandum and detailed audit programme in coordination with the OIGA team based on the scope and approach indicated in the ToR.
