OVERVIEW

JST is currently seeking a Senior Contract Support Specialist. The Senior Contract Support Specialist will provide cradle-to-grave acquisition and contracting support to the Department of Veterans Affairs (VA), Veterans Health Administration (VHA) Contracting Offices. This position supports the Government Contracting Officer with pre- and post-award procurement activities for supplies and services, ensuring compliance with FAR, VAAR, and VHA acquisition policies and procedures.

SR. CONTRACT SUPPORT SPECIALIST QUALIFICATIONS

  • Bachelor’s degree from an accredited college or university with at least 24 semester hours in any combination of: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.
  • Minimum 4 years of Federal contracting experience.
  • Demonstrated experience with cradle-to-grave acquisition support.
  • Proficiency in FAR, VAAR, and applicable acquisition policies.
  • Strong Microsoft Office Suite skills (Word, Excel, Outlook, PowerPoint) and Adobe Acrobat proficiency.
  • Experience with government acquisition systems (eCMS, FPDS, SAM, GSA eBuy).
  • Federal Acquisition Certification in Contracting (FAC-C) Level II or III (Recommended)
  • DAWIA Contracting Certification (Level II or III) III (Recommended)
  • Certified Federal Contracts Manager (CFCM) or Certified Professional Contracts Manager (CPCM) III (Recommended)
Responsibilities
  • Prepare, review, and finalize pre-solicitation and solicitation documentation.
  • Support pre-award and award documentation preparation, including contract awards, task orders, and modifications.
  • Conduct market research, acquisition strategy planning, and Performance Work Statement (PWS) development.
  • Advise on price, cost, and financial matters during sourcing strategy development, solicitation, evaluation, negotiation, and award.
  • Provide cost/price analysis and recommendations for Independent Government Estimates (IGEs).
  • Assist in source selection, synopsis preparation, and solicitation posting.
  • Support contract management, administration, and closeout activities.
  • Utilize VA’s Procurement Action Lead Time (PALT) requirements for timely action processing.
  • Prepare and maintain mandatory contract file documentation in eCMS and other VA systems.
  • Use government acquisition systems including eCMS, FPDS, SAM, GSA eBuy, and related tools.
