Position Summary: We are looking for an experienced Senior Contracts Manager to manage the contracting functions of All Chicago. All Chicago administers over 100 subrecipient agreements and subcontracts with homeless service providers and various vendors for a variety of programs. All Chicago is responsible for overseeing the performance of these partner agencies to fulfill their contractual obligations. The Senior Contract Manager’s primary responsibilities are to manage all aspects of contracting, partner with Program teams in managing subrecipient budgets, and monitor subrecipients’ administrative and financial compliance to inform the performance management process. The ideal candidate will have several years of contractual and finance experience with a nonprofit organization, knowledge of government and private grants, familiarity with compliance rules related to government grants, as well as the ability to effectively manage multiple projects at once and partner with other internal teams on a regular basis. Serves as a central point of contact who facilitates communication, alignment and progress among multiple teams to ensure timely and compliant outcomes. Contractual and Financial Management Knowledge and Experience: Subject matter expert regarding contractual agreements and compliance for public and private grants. Organization Skills: Demonstrated ability to efficiently organize work to successfully meet deadlines in a compliant manner for multiple projects at once. Position Responsibilities: Oversee, manage and administer All Chicago’s centralized contracting process for its various programs using an Active Contract Management approach, which includes: Writing and disseminating requests for subgrants and contracts. Maintaining and updating contract templates for subrecipients and partners. Drafting subrecipient agreements and contracts based on existing templates. Assuring compliance with insurance and other contract requirements. Negotiating and approving contract terms. Working across teams to execute final contracts. Managing contract amendments, renewals, and closeouts. Maintaining a centralized database of current contracts, budgets, funding sources, and partner agency contact information. Serving as a lead on the interdepartmental Performance Management team, which includes: Attending Performance Management team meetings. Gathering and reporting on administrative and financial performance of partner agencies. Assessing need for performance actions, working with Program teams to communicate contract performance issues to partner agencies, particularly as it relates to administrative and financial compliance. Lead coordinator for all performance action for subrecipient agencies with escalated performance action needs identified for more than one program. Assist in partner budgeting process, which includes: Collaborating with Program teams and Director of Grants Management in the development of partner budget templates based on eligible program expenses and funding allocation needs. Ensuring partner budgets are within total available contractual amounts from All Chicago funders. Review and approve partner agency budget modification requests. Partner with Program teams during Requests for Application or Proposals, which includes: Meeting with Program teams, Finance leadership, and Executive Leadership when necessary to discuss contractual and budget requirements of upcoming programs. Maintaining RFA/RFP template for Program teams. Participating in RFA/RFP information sessions. Monitoring RFA/RFP process regularly to identify any application barriers and address through application adjustments, trainings, and/or resource development. Assist with review and approval of subrecipient payment requests for budget compliance. Assist with managing relationships with subcontracted partners. Assist the Director of Grants Management with various projects as assigned. Lead, mentor, and supervise assigned staff. Conduct supervision sessions with direct reports, prepare three-month probationary evaluation reports for new hires and twelve-month performance evaluations for all direct reports. Write position descriptions and lead the hiring process for all direct reports. Communicate effectively with supervisors, peers, and partners in written, oral and in-person communication in both groups and at public events. Actively participate in department, committee, and staff meetings. Assist with All Chicago events and other activities as assigned. Other duties as assigned. Requirements Bachelor’s degree in Business Administration, Non-Profit Management, Finance, Public Policy or related field required. An equivalent combination of education and experience will also be considered. A minimum of 5 years of experience in contract management and/or grants financial management. Extensive contract drafting, reviewing, and negotiating skills. Experience working with city, state and/or federal grants. Budgeting experience. Excellent professional writing and verbal communications skills. Strong project management skills, organizational and leadership skills. Expertise on HUD regulations related to CoC and ESG homeless programs preferred. Advanced knowledge/skills with Microsoft Office Suite of products including, but not limited to, Word, PowerPoint, Excel. Ability to prioritize, meet deadlines and manage changing priorities.
