Job Description: Parsons is searching for an exceptionally experienced and highly skilled Senior Contracts / Procurement Manager to oversee complex contracting and commercial management activities for the iconic NEOM, The LINE mega-project in the Kingdom of Saudi Arabia. What You'll Be Doing: Contract Strategy & Execution: Lead the development, negotiation, and execution of complex, high-value contracts (e.g., FIDIC, bespoke contracts) across all phases of the program, ensuring alignment with project goals and client requirements. Commercial Management: Act as the ultimate commercial lead, overseeing all financial aspects of contracts, including budget adherence, cost control integration, cash flow management, and adherence to corporate governance. Claims & Dispute Resolution: Proactively manage and administer the claims process, including preparation, analysis, negotiation, and defense of claims/counter-claims for time, cost, and scope changes. What Required Skills You'll Bring: Stakeholder Liaison: Serve as the primary point of contact for contractual matters with the Client, subcontractors, suppliers, and legal counsel, ensuring effective communication and resolution of issues. What Desired Skills You'll Bring: Experience: A minimum of 20 years of progressive experience in Contracts Management, Commercial Management, or Quantity Surveying on large-scale, complex infrastructure, civil, or mega-construction projects. Education: Bachelor's Degree in Civil Engineering, Quantity Surveying (QS), Construction Management, or a related field. A Master's Degree or specialized certification (e.g., MRICS, CIArb) is highly desirable. Expertise: Deep, practical knowledge of various standard contract forms (especially FIDIC), contract law, and commercial practices within the construction industry, preferably in the Middle East. Skills: Exceptional negotiation, drafting, and analytical skills. Proven ability to manage and resolve major claims and disputes. Project Context: Direct experience working on international mega-projects with stringent regulatory and commercial requirements.
