JOB SUMMARY:

  • Coordinate with the Cost Estimation Team
  • Takes the lead in the implementation, administration and maintaining project cost control system to track project budgets, commitments, expenditures and forecasts.
  • Ensures accurate, effective and reliable cost assessments for project control.
  • Ensures compliance with cost control procedure in the execution of project activities

EDUCATION AND EXPERIENCE REQUIREMENTS:

  • Bachelor’s Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields, 10 to 15+ years’ proven experience in project cost control and engineering or a related area;
  • 5 years in project cost control and engineering position in a large company

REQUIRED KNOWLEDGE AND SKILLS:

  • 10 to 15+ years’ proven experience in project cost control and engineering or a related area
  • 5 years in project cost control and engineering position in a large company & Experience in KSA/GCC region (highly recommended)
  • Knowledge of Project and construction market in terms of contractors, suppliers and cost management
  • Knowledge/experience in project cost control engineering and quantity surveying
  • Knowledge of various type of estimates and methods
  • Knowledge of accounting and budgeting principles and requirements
  • Comprehensive knowledge of international cost management standards e.g. CSI Master Format, BCIS, GIFA
  • Knowledge of ASTM E2516-11 Standard Classification for Cost Estimate Classification System, AACE International Recommended Practice
  • Knowledge of Cost Estimation, Cost Management, Project and Document Management Software such as Aconex, OpenText, Newforma etc
  • Knowledge of Planning and scheduling software, like Primavera
  • Knowledge of BIM software and link to material take-off, ability to implement cost data into the 4D/5D BIM model.
  • Strong communication, leadership, planning and organization Skills
  • Excellent analytical skills with ability to analyze large and complex data and worksheets.
  • Bachelor’s Degree in Quantity Surveying, Engineering, Project/Construction Management or related fields
  • Master’s Degree in Business Administration, Engineering, Quantity Surveying, Economics or related field (advantage)
  • Chartered Quantity Surveyor / Membership in professional associations e.g. AACE, RICS or similar (advantage).
Responsibilities
  • Reviewing and understanding all relevant project documents relating to cost control of allocated projects
  • Reviewing project timesheets and the allocation of man hours against pre-approved work orders or estimated hours at completion on a timely manner
  • Reviewing payment application or invoices and making recommendation; Establishing project control budgets based on approved project cost estimate
  • Reviewing cost commitment and expenditure information for input to computerized cost control and reporting system
  • Producing cost status reports and advising management of any forecast cost overruns; Maintaining accessible cost control registers and dashboards
  • Assists in the preparation and review of Company estimates
  • Assures value for money on all Neom services, Works and materials procurement
  • Follows project cost control objectives and KPIs and Performs any other duties as directed by the Senior Manager
