Job Description Turner & Townsend is seeking an experienced Senior Cost Manager / Quantity Surveyor to join our team and provide expert cost management services on a large-scale, mission-critical data center program. This role will be key in ensuring the project is delivered on time, within budget, and to the highest standards. As Senior Cost Manager, you will lead cost planning and budgeting, manage procurement and commercial negotiations, and oversee change control throughout the project lifecycle. You will drive value engineering initiatives, perform risk analysis, and prepare executive-level cost reports and forecasts. Working closely with design teams, contractors, and vendors, you will integrate cost with schedule and scope while ensuring compliance with financial systems and governance requirements. To be successful in this role you must have great communication skills and be comfortable operating in a client-facing role. Responsibilities: Develop and maintain comprehensive cost plans and budgets from early feasibility through final accounts for a large-scale, mission-critical data center program. Review and validate contractor and subcontractor pricing, lead commercial negotiations, and advise on procurement strategies for major packages. Manage the full change control process, including evaluation, negotiation, and documentation of change orders to ensure compliance and cost integrity. Monitor actual costs against forecasts, manage contingency, and produce accurate valuations and cost checks throughout the lifecycle. Drive value engineering and design optimization initiatives to achieve cost efficiencies without compromising functionality. Prepare and deliver executive-level cost reports, forecasts, and funding presentations for client leadership and stakeholders. Conduct risk analysis and scenario planning for cost impacts, including material escalation, labor availability, and market conditions. Collaborate closely with design teams (including MEP/BIM), general contractors, and vendors to integrate cost with schedule and scope. Ensure adherence to financial systems, regulatory requirements, and SOX controls, maintaining audit-ready records and robust governance. Lead final account negotiations and ensure timely project closeout. Mentor and coach junior cost professionals, contributing to process improvements and benchmarking for future projects. SOX control responsibilities may be part of this role, which are to be adhered to where applicable. Qualifications Bachelor’s degree in construction management, quantity surveying, engineering, or a related discipline. 5–7+ years of experience in cost management or quantity surveying on large, complex construction projects; consultancy experience strongly preferred. Experience managing cost on mission-critical or hyperscale projects is a plus. Proven expertise in estimating, cost planning, procurement, commercial negotiation, and change management. Strong understanding of value engineering, risk analysis, and cost reporting for major capital programs. Proficiency in Microsoft Excel and cost management tools; familiarity with financial governance and compliance processes. RICS accreditation (or working toward) preferred. Excellent communication and client-facing skills, with the ability to operate independently and within a team.
