ARE YOU LOOKING TO MAKE A DIFFERENCE IN SECURITY COOPERATION?

Sincerus is looking for an experienced cyber defense professional to provide expert advisory services to the Costa Rica Ministry of Science, Innovation, Technology, and
Telecommunication (MICITT) to support the development of the national cyber plan of action in support of Global Defense Reform Program (GDRP) initiatives. GDRP is a US State Department-funded program that, in close coordination with US Department of Defense, focuses on assisting Partner Nations with defense reform and civil-military institutional capacity building efforts. The embedded Senior Advisor will work on cyber defense and will coordinate with all necessary partners to improve their cyber security capabilities. The Advisor will serve in a full time, twelve-month long commitment abroad in San Jose, Costa Rica.
The Senior Advisor will support the development of the national cyber plan of action,
which will complement Costa Rica’s existing cybersecurity strategy and expand cyber policies and programs to protect Costa Rica’s national cyber security and infrastructure. The Senior Advisor shall also provide advisory support to MICITT to identify cyber vulnerabilities and solutions; recommend information technology systems and organizational frameworks to ensure interagency cyber coordination; and draft protocols that outline lines of action for cybersecurity policy and roles/responsibilities for the security workforce. The Senior Advisor will support MICITT’s cybersecurity cooperation with other ministries, such as the Ministry of Public Security (MSP).
The Senior Advisor shall coordinate with other U.S. Government-funded advisory and capacity building implementers, such as those funded by the U.S. Department of State’s Bureau of Cyberspace and Digital Policy (CDP). The Senior Advisor shall also coordinate with the U.S. Embassy Political/Economic Section (POL/ECON), the Security Cooperation Office (SCO), and U.S. Southern Command (USSOUTHCOM) representatives to ensure complementary programming. As appropriate, the Senior Advisor may coordinate with non-U.S. cybersecurity advisors or international security sector governance entities supporting cybersecurity missions in Costa Rica with the awareness of the main embassy point of contact and PM/GPI to ensure complementary programming.

BASIC QUALIFICATIONS:

  • U.S. citizen.
  • Master’s degree in areas such as Computer Science, Cyber Security, Cyber
    Operations, Information Management, Information Systems Security, or a similar
    field AND at least six (6) years of U.S. military and/or U.S. civilian professional
    experience in cybersecurity at the national level or large organizational level.- OR -
    Bachelor’s degree in Computer Science, Cyber Security, Cyber Operations,
    Information Management, Information Systems Security, or a similar field AND at
    least ten (10) years of U.S. military and/or civilian professional experience working in

cybersecurity at the national level or large organizational level.

  • Have reached, at a minimum, the rank of O-5 in the military or equivalent in a

civilian capacity (i.e., FS-02/GS-14 or industry equivalent).

  • Prior demonstrated experience developing cybersecurity policies, strategies,

organizational structures, and procedures.

  • Prior demonstrated experience communicating cybersecurity policy and technical

concepts to senior government stakeholders.

  • Prior demonstrated experience working with senior officials in a foreign government

and/or foreign military.

  • Ability to obtain and maintain a Secret security clearance issued by the Defense

Counterintelligence and Security Agency (DCSA) prior to contract/task order
performance.

PREFERRED QUALIFICATIONS:

  • Proficiency in Spanish.
  • Have received one of the following certifications:
  • Certified Information Systems Security Professional (CISSP)
  • NIST Cyber Security Professional (NCSP)
  • Certified Information Systems Auditor (CASP)
  • Certified Chief Information security officer (CCISO)
  • Two (2) years’ experience living and working in Latin America.
  • Prior demonstrated experience as the director or program manager for one or more

projects implementing cybersecurity capacity building initiatives.

  • Has primarily worked outside of the U.S. intelligence community for a majority of

their career.
