JOB SUMMARY

We are currently recruiting for the position of Senior Data Analyst to join our Strategy and Impact Directorate, which consists of three Departments: Governance, National Partnerships and Communications and Research and Intelligence Analysis. This is a pivotal role within a small Governance team, that will support the GLAA’s ability to measure our delivery of the GLAA Strategy, understand our impact and make recommendations for improvements.

The GLAA is one of the principal investigative law enforcement bodies for labour exploitation in the UK. The GLAA ensures that workers in the UK are treated fairly, properly and are protected from abuse and exploitation. We have three core functions:

  • Regulation - We regulate businesses that provide workers to the horticulture, agriculture, shellfish gathering and food processing and packaging sector. Our regulatory work includes operating a licencing scheme, undertaking inspections to ensure compliance with that scheme, and taking enforcement action where there are breaches.
  • Prevention – We work with a broad range of stakeholders locally, nationally, and internationally to help prevent workers from being exploited.
  • Enforcement - We investigate allegations of worker abuse under the Modern Slavery Act 2015. GLAA Officers conduct civil and criminal investigations and take enforcement action, including prosecutions and court orders to disrupt criminal activity. We also support victims who have been abused, in particular by ensuring they can access specialist help from our partners.

THINGS YOU NEED TO KNOW

The Government’s plan to Make Work Pay included a commitment to establish a single enforcement body to enforce workers’ rights, including strong powers to inspect workplaces and take action against exploitation. Bringing together state enforcement for workers’ rights will better support businesses who want to comply with the rules, create a strong, recognisable single brand so individuals know where to go for help, and lead to a more effective use of resources and coordinated enforcement action. Bringing state employment enforcement together will create a single executive agency of the Department for Business and Trade known as the Fair Work Agency (FWA). The FWA will bring together the enforcement bodies – HMRC’s National Minimum Wage enforcement function (HMRC NMW), the Employment Agency Standards Inspectorate (EAS), the Gangmasters and Labour Abuse Authority (GLAA) and the Director of Labour Markets (DLME) strategic functions.

Responsibilities

THE ROLE HOLDER IS RESPONSIBLE FOR:

  • Assisting in the identification and development of Key Performance Indicators.
  • Extracting and collating performance data from a wide variety of sources using the most efficient means, developing or designing new data capture or recording systems as necessary.
  • Analysing, interpreting and reporting on GLAA’s performance data to inform GLAA senior managers, business planning processes and a wide range of internal and external stakeholders including GLAA Board and Home Office.
  • Producing timely and accurate insight reports at organisational, team and individual level on progress against GLAA corporate Business Plan targets and performance indicators in a format relevant to the required audience.
  • Presenting, communicating and disseminating data appropriately to provide senior managers and relevant partners insight into the GLAA’s performance.
  • Work with senior managers and relevant partners to make recommendations on areas for improvement or to highlight good practice based on sound analytical products and techniques.
  • Providing guidance and advice to the Authority on matters relating to the production and use of management information.
  • Identifying, diagnosing and assisting to rectify any data quality issues and providing assurance on the data quality.
  • Identifying and deploying the most appropriate analytical techniques and statistical processes to ensure accuracy and relevance of data.
  • Developing systems and processes to support and improve data management across the organisation.
  • Designing and developing databases using relevant software applications or query tools (e.g., Excel, Access, SQL, Business Objects etc.) to support or improve management information requirements.
  • Attending meetings, liaising with external partners, customer groups and internal working groups as required, presenting findings as appropriate, e.g., at management and board meetings.
  • Maintaining an extensive and up to data knowledge of relevant performance measurement systems and data standards for the Authority and Home Office.
  • Undertake any other duties as considered reasonable and commensurate with the grade and responsibilities of the post.
  • Be an active member of the governance team in identifying risks and issues, supporting business continuity and identifying opportunities for continuous improvement.
