MINISTRY OF ADVANCED EDUCATION

Advanced Education supports Albertans by providing the education and training opportunities they need to prepare for the workforce. This is accomplished by: approving programs of study; funding public post-secondary institutions and other adult learning providers; providing financial aid for learners; registering and certifying apprentices; and, supporting academic research and innovation.
Programs and services are driven by 3 outcomes: (1) Adult learning opportunities are accessible and affordable for all Albertans; (2) High-quality education, skills development and research make a positive contribution to Alberta’s economy, society, culture and environment; and, (3) The adult learning system is accountable and coordinated.

QUALIFICATIONS

A university degree in a relevant social sciences discipline supplemented by four years of progressive experience or
Equivalent 1 year of education for 1 year of experience; or 1 year of experience for 1 year of education.

Responsibilities:

ROLE RESPONSIBILITIES

The Forecasting, analytics and research (FAR) unit provides strategic information, analysis and research, including surveys, to internal and external stakeholders to facilitate strategic planning and decision making, including the development of policies, programs, and business processes.
The unit provides research and evidence to support identified policy issues and key priorities and provides forward-looking input to shape the policy agenda of the department and Alberta government. This includes surveys of apprentices and graduates; enrolment and post-secondary demand models; statistical profiles; dashboards; randomized control trials; and various advanced statistical analyses. Within the broad mandate of Advanced Education (AE), the unit integrates and responds to input and perspectives from multiple areas. It works extensively with representatives within the ministry (e.g. data and policy teams directors in other divisions), other Government departments (e.g. Treasury Board, Education, Jobs, Economy and Trade, Finance, Health), other Governments (e.g. Government of Canada, provincial and territorial counterparts), and advanced learning system stakeholders (e.g. Institutional Researchers Committee).

The Role of the Senior Data Analyst performs the below tasks:

  • Works with internal and external stakeholders to understand their information and knowledge needs.
  • Identifies internal and external data sets relevant to stakeholders needs;
  • Develops appropriate approaches and methodologies needed to clean, integrate, analyze and interpret data in ways that respond to stakeholder needs.
  • Conducts advanced analytics using internal and external data, including integrated data from various sources, to respond to stakeholder needs, including but not limited to projections and forecasting, rate calculations, model development, quasi-experimental net impact analysis and more.
  • Translates findings from complex data analyses into compelling visualizations and understandable key messages that are tailored to stakeholder and audience priorities and decisions, including through the drafting of briefing notes and presentations.
  • Leads and supports ministry responses to urgent requests, including developing the most appropriate approach and pulling together teams as required. Respond to inquiries from within the Ministry, other Government of Alberta ministries, the public, stakeholders and the academic community regarding data availability and data resources.

ROLE CONTD

  • Collaborates with internal and external stakeholders to understand the gaps in current information and knowledge that are unable to be met by existing analyses or research;
  • Designs and oversees research projects that respond to priority Ministry initiatives using project management best practices.
  • Liaises with other ministries, including Service Alberta, Treasury Board and Finance, Jobs, Economy and Trade, Education, Health and Seniors, Community and Social Services to procure required datasets and conduct data linking, cleaning, coding and analysis on large databases to turn data into knowledge.
  • Develops an in-depth familiarity with the post-secondary data housed and managed by Statistics Canada, with an understanding of the methodology, metadata, and differences in collection and reporting between provinces and territories.
  • Uses subject matter expertise and judgment to determine the best approach and methodology to use for research projects and data analysis projects. This includes participating in all aspects of research including clarification of the issue, literature reviews, designing methodologies, developing information collection tools, collecting information, collating and analyzing information, and presenting results.
