One of the Department of Health and Wellness’s (DHW) mandates is to ensure the delivery of collaborative health care to communities through Emergency Health Services, including medical communications, medical first response, ground and air ambulance, and other programs. DHW is responsible for setting standards, developing policies, funding, and regulatory oversight of the Emergency Health Services (EHS) system and the vendor contracted to operate the EHS system.

PRIMARY ACCOUNTABILITIES

  • Works closely with DHW Data Governance & Engineering team and EHS system vendors to establish and maintain an up-to-date EHS data environment for reporting purpose.
  • Prepares clear, concise and comprehensive provincial out-of-hospital analysis and reports to both internal and external stakeholders. This includes using various data management tools to extract data from EHS database, manipulate complex data, conduct in-depth analysis, prepare comprehensive reports, and building dashboards for both ad-hoc and standard requests.
  • Works with EHS program managers, provincial medical directors, as well as other stakeholders to designs and implement quantitative and qualitative processes to support continuous monitoring of EHS system performance and ensure contractor and partner accountability.
  • Develops and/or coordinates procedures to increase operational efficiencies and clinical outcomes which may include the use of available statistical packages or software programs; coordinates system development and programmatic changes to monitor and improve EHS delivery and clinical outcomes.
  • Plans, determines methodology, identifies participants, designs, and interprets research projects on incidence and characteristics of programs offered in other provincial, national and international jurisdictions for use in developing appropriate policies, performance standards, evaluation methodologies and “best in class” services and programs.Facilitates and supports the coordination and development of the EHS/Department strategic plan including support in environmental scanning, vision and mission statement development, goal and objective setting, action plan implementation, monitoring, and identification when course corrections are needed.

QUALIFICATIONS AND EXPERIENCE

You have a related bachelor’s degree and seven (7) years of experience in data management and reporting; or have completed a related master’s degree and five (5) years of related experience. An acceptable equivalent combination of training and experience may be considered.
As the ideal candidate, you must have strong research, analytical and organizational skills. You are a collaborative team player with proficient skills in various data management and data visualization software products, including SQL Server Management Studio, Power BI, Tableau, as well as a variety of Microsoft programs such as SharePoint, Word, Excel, PowerPoint, Outlook.
Advanced skills in SQL, Python and/or R are required. They must be evident in your application and may be tested. Experience with Microsoft Azure Cloud Platform (e.g., Databricks, Synapse, Purview, Machine Learning) is an asset.
You will have experience and familiarity with advanced quantitative and qualitative research and evaluation methodologies and understand their potential application in a community health services context. You have sound judgment along with strong time management skills to ensure the timely completion of tasks. You are a strong communicator, both verbally and in writing. Attention to detail is essential. You must always maintain confidentiality and a strong focus on client service. You can work effectively under pressure, with competing priorities, in this fast-paced environment.
