MAKE A DIFFERENCE

Are you a seasoned development professional with 8+ years’ experience and looking for an opportunity to work with an organization playing an integral part in transforming Toronto for the future? Do you have experience in development planning and affordable rental and market housing development and want to be a part of our transformative revitalization projects?
Under the direction of the Senior Development Director, you will be responsible for developing and executing strategies for the approval of planning, financial, and community liaison elements of major initiatives undertaken by the Development Division. These initiatives are focused on the design and delivery of complete communities that include high-rise and low-rise multi-unit residential buildings of mixed use and tenure, parks and green space, as well as new municipal road, sewer and utility infrastructure components. As the revitalization communities are sited on existing, inhabited neighborhoods, responsibilities include coordination of the relocation of TCHC residents, management of stakeholder and developer partner relationships, and other special assignments. Individual development initiatives often exceed $100 million in construction value. The cost of a full revitalization can exceed $1 billion over multiple decades.

Responsibilities:

Finance and Governance

  • Strategically prepare, monitor and analyze Development Division project pro-forma and budgets.
  • Monitor project performance in relation to industry costs and trends and provide insight to course correction as necessary.
  • Prepare project cost proposals and forecasting 5-to-10-year business plans (cash flow requirements, equity investment requirements, program funding requirements, operating pro-forma, etc.).
  • Provides strategic input to the Executive Leadership Team, Directors, Building, Investment and Finance Committee and the Board of Directors, through memoranda, briefing notes and Board Reports.
  • Develop and manage proposal calls.
  • Ongoing review and management of project development expenses

Project Management

  • Provide leadership and facilitate timely progress of development design and approvals, inclusive of master planning, subdivision, and site plan agreements.
  • Provide leadership and guidance to direct and indirect internal reporting staff.
  • Integrated coordination with TCHC Construction Managers to coordinate hard and soft deliverables through the management of teams of external consultants, which may include architects, planners, engineers, lawyers, cost consultants, real estate experts and other professionals.
  • Work with internal teams and divisions to coordinate and implement the relocation of TCHC tenants before and after construction, throughout redevelopment.
  • Create and manage development project schedules and critical paths to mitigate risk.
  • Represent TCHC’s revitalization project at various City and stakeholder working group meetings, as well as briefings with local city Councillors.
  • Prepare and coordinate project communications to TCHC senior management & City staff.

Manage Partnerships

  • Collaborate with revitalization stakeholder groups and conduct regular one- on-one meetings with stakeholders, including tenants and public.
  • Support local, community, and third-party agencies in the revitalization process.
  • Facilitate and negotiate partnerships with local businesses, developers, senior levels of government, business associations and related agencies.
  • Develop, and manage project agreements with expertise, including but not limited to those pertaining to partnership, purchase and sale, shared costs, development and construction management, etc.
  • Direct legal counsel in the co-ordination and negotiation of legal agreements with developer partners, the City, the Province, and other private and public sector organizations.
  • Analyze the logistical, financial, and legal terms of development proposals and provides strategic input through the procurement process to the Board of Directors on the selection of developer partners.

Planning & Real Estate

  • Identify opportunities and prepare development proposal reports, Board Reports, and reports for planning approvals for housing development, new revitalization sites, and acquisition and property sales.
  • Lead the preparation of feasibility and site analyses including site capacity, planning policy analysis, valuations, site servicing requirements and community impacts.
  • Undertake residential block development by monitoring budgets, preparing Anchor Business Plans for project costs, and overseeing value engineering and design-development.
  • Participate in the preparation and implementation of real estate transactions, leases, marketing, purchases, and sales.
  • Analyze and facilitate opportunities for affordable home ownership in development projects.
  • Manage large scale Master Plan development and related Official Plan amendment, rezoning, site plan approval, plan of subdivision and other development approval processes.

Community Engagement and Public Relations

  • Plan, execute and lead public and community-based meetings, workshops, charity events, etc.
  • Represent TCHC at Design Review Panel meetings, on Boards and at community meetings and public events.
  • Oversee interdivisional coordination with many TCHC divisions including Operations, Legal, Public Affairs, Facilities Management, and the revitalization engagement team. Support Public Affairs with press releases, media relations and media events.
  • Lead project tours for stakeholders.
  • Draft and review community communications in collaboration with the Residents Services and Public Affairs team.
  • Work with relocation team to develop and implement processes that support the relocation of TCHC residents during revitalization.
