This position is remote, with flexibility to be based in Berlin, another major German city, Amsterdam, London, or Madrid. Position Overview: Tract is in search of a German fluent Senior Director, Energy & Infrastructure Policy – Europe to join our European team, reporting directly to the Vice President, Energy Strategy & Origination (Europe). This senior role will lead Tract’s policy engagement focused on energy and utilities-while also monitoring and influencing the broader policy landscape affecting digital and AI infrastructure. The position will focus on establishing and managing relationships with governments, regulators, and utilities to enable grid access, transmission capacity, and regulatory alignment for Tract’s investments, while maintaining visibility on adjacent policy frameworks such as the UK’s AI Growth Zones, the EU AI Action Plan, and national data-center or industrial-strategy initiatives. As a senior member of the Energy Strategy & Origination organization, the role works closely with the Origination Strategy, land strategy, and deal teams, ensuring that energy, infrastructure, and policy pathways are fully integrated into Tract’s market development and project delivery efforts. The successful candidate will combine deep understanding of European energy systems and regulation with fluency in digital-infrastructure policy and the ability to position Tract as a credible partner to both energy and technology policymakers. Responsibilities: Lead Tract’s engagement strategy with governments, regulators, and utilities to secure grid access pathways and supportive policy conditions for large-scale data center development. Monitor and analyze evolving datacenter, digital-infrastructure, and AI policy frameworks in Europe and the UK—such as the DSIT AI Growth Zones, the EU AI Action Plan, and national industrial-strategy initiatives—and assess their implications for Tract’s investments. Build and manage networks across ministries, regulators, and transmission operators, facilitating senior Tract participation in high-level meetings, workshops, and consultations. Anticipate and interpret policy developments affecting power availability, transmission reform, permitting, and the broader digital-infrastructure ecosystem. Develop and maintain active relationships with BNetzA, BMWK, TSOs (50Hertz, Amprion, TenneT, TransnetBW), Ofgem, National Grid ESO, Nordic TSOs, and relevant ministries and trade associations. Represent Tract in consultations and policy dialogues, ensuring alignment between regulatory and infrastructure developments and Tract’s strategic priorities. Partner with the land strategy and deal teams to integrate energy, policy, and regulatory pathways into site acquisition, permitting, and project development. Collaborate with the Origination Strategy team to translate regulatory and policy insight into clear business implications, reporting, and executive materials. Deliver structured outputs, including consultation calendars, regulatory and policy impact briefs, stakeholder engagement plans, and market-intelligence packs. Coordinate with internal and external advisors to ensure consistent and proactive participation in regulatory and policy processes. Track and deliver KPIs, including: Regulatory and policy milestones achieved (consultations, legislative inputs, hearings). Power access pathways identified and advanced with utilities/TSOs. Stakeholder-engagement cadence (meetings, workshops, consultations). Timely delivery of impact notes and policy updates to leadership. Location and Travel The position can be based in Germany or another major European hub (London, Amsterdam, Madrid). Regular travel (25–30%) will be required throughout Europe to Germany, Brussels, London, Nordic capitals, and to Tract’s Denver headquarters.
