The Health Employers Association of BC (HEABC) represents a diverse group of over 200 publicly funded health care employers. We both lead and support strategic health human resources (HHR) and labour relations (LR) initiatives on behalf of British Columbia’s publicly funded health employers. HEABC is responsible for negotiating provincial agreements for 138,000 unionized health care employees including nurses, physician residents, ambulance paramedics, and health science professionals. HEABC is also responsible for the administration of several branded HHR programs on behalf of the province, including Health Match BC, Locums for Rural BC, Practice Ready Assessment BC, and the BC Care Aide and Community Health Worker Registry. These programs rely on strong marketing and communications to help achieve their goals.

REQUIRED EDUCATION, EXPERIENCE AND SKILLS:

Master’s degree in communications, public relations, marketing or related field. A minimum of ten to fifteen (10-15) years of recent, related experience in a complex environment, including experience in management and/or leadership roles, or an equivalent combination of education and experience.

The successful candidate:

  • Has previous experience leading a marketing and communications team.
  • Has a thorough understanding of the political and health care environment in British Columbia.
  • Has the ability to be flexible and creative in problem solving and provide strategic consultative advice.
  • Facilitates resolutions within unclear guidelines and established frameworks.
  • Demonstrates the ability to be flexible, handle multiple projects simultaneously, organize, plan, and execute work within demanding work schedules and within critical timelines.
  • Demonstrates superior oral, written and presentation skills, including the ability to collaborate, facilitate, and persuade others.
  • Demonstrates the ability to interact with senior executives to present difficult/sensitive issues and solicit input to resolve complex issues.
  • Has experience in government relations (preferred).
  • Has healthcare communication experience (preferred).

Salary Range: $128,298 to $184,428
Typical Hiring Range: $128,298 to $160,372
In determining salary, HEABC considers many factors including the successful candidate’s skillset and experience as well as internal equity. The final salary offer will be at HEABC’s sole discretion and presented as part of a competitive total compensation package.

Responsibilities
  • Leads a team of marketing and communications professionals in the development and implementation of internal and external marketing and communications strategies. Ensures staff are supported, safe, healthy and work-enabled.
  • Oversees the design, execution, and measurement of marketing campaigns (digital, print, events, partnerships, etc.) for HEABC’s managed programs.
  • Negotiates, executes, and manages vendor contracts related to marketing and digital services.
  • Leads the creation and implementation of a cohesive “house of brands” strategy that highlights the value of each individual program, while reinforcing a unified, professional experience for partners and audiences.
  • Provides executive oversight for internal and external communications for all departments within HEABC, developing communications strategies in support of corporate priorities.
  • Provides leadership to the organization in the areas of issues management, media relations, member communications, and program-related communications.
  • Monitors industry and public sector trends in marketing, applying best practices and continuously improving brand management and outreach effectiveness.
  • Provides strategic oversight of HEABC’s website and all managed program websites, ensuring alignment with public sector guidelines.
