We’re recruiting a Senior Enforcement Investigator – Wholesale Market Conduct to join our Market Oversight and Enforcement directorate. The Wholesale Market Conduct team’s functions include monitoring the markets for potential breaches of REMIT (Regulation on Wholesale Energy Market Integrity and Transparency) and monitoring compliance with key generation licence conditions. This is a unique opportunity to take a leading role in enforcement and compliance activity that supports the integrity and transparency of Britain’s wholesale gas and electricity markets, ensuring that they work effectively for consumers.
In this role, you’ll lead on compliance or enforcement activity in relation to wholesale market conduct issues. You’ll collaborate with colleagues and stakeholders, using complex datasets relating to trading activity and producers’ physical characteristics to identify issues and make evidence-based recommendations that improve market outcomes.
You will produce high-quality, timely analysis and reports, engage constructively with market participants and market operators, and contribute to wider projects across the Wholesale Markets Oversight and International portfolio. You’ll also nurture team capability by enhancing analytical tools and mentoring colleagues, fostering a supportive and inclusive environment for learning and development.
We’re looking for someone with a strong understanding of wholesale energy markets or trading experience in energy, commodities, or equities. You’ll bring excellent analytical and quantitative skills, with experience interpreting complex legislation and communicating findings clearly to both technical and non-expert audiences. We value individuals who show initiative, creativity, and a collaborative mindset.
Experience using Python or SQL to manage large datasets is desirable. You’ll work closely with internal teams across policy, legal, and market insights, and engage with external stakeholders including the National Energy System Operator, the Financial Conduct Authority, and European regulatory bodies.

JOB DESCRIPTION

The Wholesale Market Conduct team promotes and protects the integrity and transparency of wholesale gas and electricity markets so that they work for GB consumers. The team’s major functions include:

  • Monitoring the markets for potential breaches of REMIT (Regulation on Wholesale Energy Market Integrity and Transparency), which includes prohibitions on market manipulation and insider trading, and certain generation licence conditions such as Transmission Constraint Licence Condition (TCLC) and Inflexible Offer Licence Condition (IOLC).
  • Taking action, including enforcement where necessary, to address breaches. This requires understanding market fundamentals and complex trading strategies, and using qualitative and quantitative analysis to support investigations.

This role covers a variety of issues across wholesale markets, with the opportunity to use unique and complex datasets relating to trading activity and producers’ physical characteristics, in order to make the market work better for consumers.
You will work with colleagues in other parts of Ofgem, including policy and legal teams. You will engage with Ofgem’s stakeholders such as National Energy System Operator, the Financial Conduct Authority, Council of European Energy Regulators (CEER) and other national regulatory agencies (NRAs) in Europe, as well as gas and electricity stakeholders.
