DESIRABLE KNOWLEDGE, ABILITIES AND SKILLS

  • Thorough knowledge of the design standards and procedures used in the design and construction of overhead and underground lines, substations and related facilities.
  • Considerable knowledge of and ability to read and interpret electric utility construction methods and materials. Considerable knowledge of engineering maps, documents, and records.
  • Considerable knowledge and ability to use surveying equipment, and testing equipment required in the work.
  • Knowledge of the operation and applications of computers and related programs, to include, spreadsheets, word processor, GIS and CAD applications.
  • Knowledge and ability to understand interpret and apply federal, state and local policies, procedures, laws, codes and regulations.
  • Ability to plan, assign, and supervise the work of subordinates and line crews as necessary. Ability to prepare, read, and interpret engineering plans and specifications. Ability to establish and maintain effective working relationships with fellow employees and the public.
  • Establish and maintain cooperative working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.
  • Knowledge and ability to follow safety rules and regulations.

MINIMUM QUALIFICATIONS

  • Associate degree or equivalent required; with major course work in engineering or related field.
  • Thorough experience in sub-professional electrical engineering or related work; or any equivalent combination of training and experience.
  • Valid Nebraska driver’s license.
Responsibilities

The following examples of work are illustrative only and are not intended to be all inclusive:

  • Participates and may supervise in the design of overhead (transmission, distribution and substation) and underground power lines; obtains load surveys, makes engineering calculations, estimates costs, prepares work orders, and directs and inspects construction.
  • Designs customer electric services; evaluates and solves customer service problems; provides customers with energy conservation information; designs/maintains various city electric services/systems.
  • May supervise subordinate employees in assignments and oversee consultant’s/contractor’s work as it is being accomplished; verify that proper equipment/materials are used and that all other conditions are in conformance with contract and City specifications, documents, and requirements. Resolves issues and problems between contractors, owners, and other parties within scope of authority.
  • Responds to power outages; directs the emergency repair and restoration of power; supervises and participates in the maintenance of transmission and distribution system maps and records. Conducts system load studies; calculates projected growth of system; recommends and evaluates purchase of equipment and products/materials.
  • Interprets/administers the City’s electric system policies and regulations and formulates new rules and regulations; contacts/responds to customers/developers, consultants, contractors, and various governmental agencies; responds to public inquiries in a courteous manner and provides information within scope of knowledge or refers to higher authority/classification.
  • Inspect and monitor construction projects of all types of utility facilities to ensure conformance with contract specifications.
  • Research and gather information for design of projects; coordinate data gathering activities with other departments; assist in preparing specifications and cost estimates for proposed projects.
  • Perform and review mathematical calculations related to engineering design projects.
  • Respond to a variety of inquiries and complaints from developers, contractors and customers regarding utility requirements relative to construction, alteration and maintenance of various engineering projects.
  • Performs related work as required and other duties as assigned.
