JOB SUMMARY

We are seeking an experienced Business Analyst with expertise in Government Healthcare Systems, specifically Electronic Health Records (EHR), HL7, and FHIR standards. The ideal candidate will support the implementation and optimization of a state-level EHR program, ensuring seamless integration with clinical workflows.

REQUIRED SKILLS & EXPERIENCEHEALTHCARE IT EXPERTISE (MANDATORY)

• 5+ years as a Business Analyst in Government Healthcare, Clinical, or Bio-Tech environments.
• Hands-on experience with EHR systems (Epic, Cerner, or similar).
• Strong knowledge of HL7, FHIR, and Clinical Document Architecture (CDA).
• No claims/billing/insurance experience (this role focuses on clinical processes only).

TECHNICAL & ANALYTICAL SKILLS

• SQL (querying, reporting) and PowerBI (data visualization).
• Experience in systems/integration/UAT testing (planning, execution, defect resolution).
• Process engineering & requirements elicitation/documentation.
• Proficiency in MS Office/365 and project management tools.

SOFT SKILLS & PROJECT EXPERIENCE

• Excellent verbal/written communication and stakeholder management.
• Experience leading workgroups and defining project milestones/metrics.
• Familiarity with large-scale system implementations.
• Knowledge of VITA project standards (preferred but not mandatory).

PREFERRED QUALIFICATIONS

• Prior experience working with Virginia state government (VITA) projects.
• Exposure to downtime procedures and health IT interoperability.

KEY RESPONSIBILITIES

• Support the Electronic Health Records (EHR) program, ensuring alignment with clinical and operational needs.
• Collaborate with clinical staff, IT leaders, and stakeholders to translate business requirements into technical specifications.
• Conduct business process analysis for clinical workflows (excludes billing/insurance processes).
• Define Health IT requirements in alignment with strategic goals and mission objectives.
• Facilitate systems integration, UAT testing, and defect resolution for EHR solutions.
• Develop and maintain downtime readiness procedures and monitor system performance metrics.
• Ensure compliance with VITA project management standards for system development and deployment.
• Lead workgroups, define project schedules/milestones, and track progress using PowerBI/SQL reporting.
