QUALIFICATIONS

Tertiary qualification in Engineering, Quantity Surveying or similar profession. (Desirable)
3-5 years’ experience working in an estimating role
Knowledge of construction, material components, regulations and estimating
Sound knowledge and experience within the rail industry, especially in an O&M context
Ability to read and interpret drawings/plans and specifications

Responsibilities

JOB PURPOSE

The Senior Estimator is responsible for preparing project estimates with accurate cost allocations and up to date market knowledge, monitoring the performance of project estimates, managing the change control process associated with project estimates, maintaining the CATS Resource Library with current benchmarked rates, and leading the overall 3MWP (3 yearly maintenance work program) estimation process with the support of Infrastructure delivery team subject matter experts, the P&A Cost Controller and 3MWP Controls Officer, and Assets & Engineering subject matter experts.

KEY RESPONSIBILITIES

Be responsible for the estimation of the 3 Year Maintenance Works Program, including the supervision and management of external and internal resources used during the process of estimation
Prepare detailed estimates for every project in the 3MWP in line with the Project Controls Plan process for estimation.
Assist in the preparation of UGLRL Enhancements estimates as required, including the loading of those estimates into CATS
Maintain the UGL Regional Linx CATS Register and Master Resource Library
Maintain up to date Labour, Plant, Material rates within the Master Resource Library
Develop and maintain an “Estimating Manual” for UGLRL Projects.
Review all project documentation to understand the requirements of the work to include the analysis of technical, contractual and financial requirements.
Explore opportunities for innovation while identifying risk and opportunities.
Maintain accurate and details estimate files.
Maintain awareness of best practice in the industry
Develop innovative estimates and options through knowledge of the latest design and or construction techniques to deliver the best possible outcome for UGLRL
Coordinates and collaborates with subject matter experts on methodology, program, IR, Plant and estimate review processes
Perform trend analysis and actively evaluate project cost and estimate performance
Perform ad hoc estimate analysis and support as required
Assist the Procurement team with updating systems as contracts are established and schedules of rates are reviewed
Assist the P&A, Finance, and Commercial Teams with Program and Project budgeting
Prepare monthly submissions, as directed by senior management
