Description JOB SUMMARY: The Senior Executive Director (SED) is a key executive leadership position responsible for providing system-wide leadership and enterprise-level operational oversight of the organization’s Intellectual and Developmental Disabilities (IDD) residential and day programs. The SED ensures programs operate efficiently, maintain the highest standards of care, and align with the mission and strategic direction of Ralph Scott LifeServices. JOB DUTIES AND RESPONSIBILITIES: Program Operations and Service Delivery Provides system-wide leadership and enterprise-level operational oversight of all IDD residential programs to ensure high-quality, person-centered services that align with the mission and strategic direction of Ralph Scott LifeServices. Oversees residential program operations to ensure efficient, effective, and compliant service delivery. Develops and implements operational policies and procedures that align with regulatory standards, best practices, and organizational goals. Monitors program performance and operational outcomes, identifying opportunities to improve service quality, efficiency, and individual outcomes. Leads the development and implementation of innovative service models that strengthen program effectiveness and responsiveness to community needs. Ensures residential programs operate in compliance with all state, federal, and accreditation requirements. Staff Leadership and Development Serves as a transformational leader, developing and empowering leaders throughout the organization while fostering a culture of accountability, collaboration, and professional growth. Provides leadership, mentorship, and supervision to executive directors, directors, and program leadership staff. Strengthens leadership capacity by coaching leaders and supporting professional development across programs. Conducts performance evaluations and provides clear expectations, constructive feedback, and leadership support. Ensures staff recruitment, screening, and training meet agency policies and regulatory standards. Promotes a culture that values teamwork, leadership development, accountability, and service Excellence. Financial Oversight and Resource Management Provides executive oversight of program resources to ensure fiscal responsibility, sustainability, and effective use of organizational assets. Monitors program budgets and financial performance to ensure responsible stewardship of resources. Identifies cost efficiencies and opportunities to strengthen program sustainability. Collaborates with the finance department to ensure accurate financial reporting and budget accountability. Supports the development and implementation of new revenue streams and program funding opportunities. Strategic Planning and Organizational Transformation Leads initiatives that support organizational transformation, program growth, and modernization of residential service delivery systems. Partners with the CEO and executive leadership team to implement the organization’s strategic plan. Identifies opportunities for program expansion and service innovation within residential services. Designs and improves operational processes that support strategic priorities and long-term organizational growth. Leads initiatives that strengthen workforce development, operational systems, and program sustainability. Supports the organization’s ability to adapt to evolving service models, regulatory changes, and community needs. Regulatory Compliance and Quality Assurance Ensures the organization maintains the highest standards of regulatory compliance, quality assurance, and service integrity. Oversees compliance with all statutory, licensure, and accreditation requirements. Identifies and resolves systemic issues affecting service integration and quality of care. Develops and enforces standardized operational and clinical practices across residential programs. Promotes a culture of continuous quality improvement and operational excellence. Ensures contractual and regulatory obligations are clearly communicated and implemented across programs. Community Engagement and Advocacy Strengthens the organization’s presence within the community and the broader IDD service system. Represents the organization at community meetings, industry events, and professional forums. Builds relationships with stakeholders, community partners, and service providers. Stays informed on industry trends, legislation, and policy changes affecting IDD services. Executive Leadership and Collaboration Provides collaborative leadership across the organization to strengthen alignment, communication, and service integration. Participates actively in executive leadership meetings to set priorities and monitor progress toward strategic goals. Promotes cross-departmental collaboration and integrated service delivery. Works closely with the CEO, CAO, and CQO to align operational strategies with organizational priorities. Supports initiatives that drive organizational culture transformation, operational excellence, and long-term sustainability. MINIMUM QUALIFICATIONS AND CREDENTIALS: Master’s degree in Human Services, Sociology, Psychology, Public Administration, or a related field. Minimum 5–7 years of progressive leadership experience, including successful experience leading leaders and overseeing multi-level management teams. Demonstrated ability to develop, mentor, and support senior leadership staff, while fostering accountability, performance excellence, and strong team development. Proven ability to manage and motivate staff, develop and implement programs, and oversee operational and program budgets. Strong knowledge of Intellectual and Developmental Disabilities (IDD) services, regulations, and best practices, or a willingness and ability to learn and apply this knowledge effectively. Excellent communication, leadership, interpersonal, and problem-solving skills. Ability to work both independently and collaboratively within an executive leadership team environment. Knowledge of relevant regulatory, licensure, and accreditation standards applicable to IDD services. Experience with quality improvement initiatives, data-driven decision making, and performance management systems.
