Job Description

The Head of FM will have overall responsibility for managing and supervising the complete Facility Management operations of all Owners Association buildings and projects. He will head the FM team, supervise engineers, supervisors, technicians and contractors, and report directly to Top Management.

The role will focus on management, supervision, inspections, reporting, compliance, KPI/SLA monitoring, corrective action, and coordination with Owners Association committees and government authorities.

Key Responsibilities

  • Head and manage the complete FM operation for all Owners Association buildings, projects, common areas, facilities, and assets.
  • Supervise the FM team and contractors, ensuring proper performance, accountability, productivity, and timely completion of assigned work.
  • Review and verify daily, weekly, monthly and management reports, ensuring accuracy and proper follow-up.
  • Monitor KPIs, SLAs, preventive and corrective maintenance, complaints, breakdowns, response times, pending works and contractor performance.
  • Conduct regular and random site visits and inspections to verify actual conditions against submitted reports.
  • Identify deficiencies, delays, negligence or non-compliance and ensure immediate corrective action and proper closure.
  • Monitor MEP, HVAC, electrical, plumbing, fire and life-safety systems, elevators, common areas, cleaning, security, landscaping and all other FM services.
  • Manage and evaluate contractors and service providers and ensure compliance with contracts, SLAs, quality standards and agreed timelines.
  • Attend and actively participate in Owners Association Committee meetings, prepare required reports, provide technical/operational updates, and follow up on committee decisions and resolutions.
  • Coordinate with Ajman Land Department and other relevant government authorities, including attending meetings, making official visits, submitting required documents, and following up on approvals and requirements.
  • Regularly check and monitor updated rules, regulations, circulars, procedures and requirements issued by the Land Department and relevant authorities, and ensure they are communicated to the team and properly implemented.
  • Ensure all Owners Association requirements, registrations, inspections, approvals, documentation and compliance matters are properly maintained to avoid fines, penalties, delays or regulatory violations.
  • Maintain proper records of government correspondence, approvals, certificates, inspections, contracts, committee decisions and compliance documents.
  • Review maintenance budgets, quotations, OPEX/CAPEX, major repairs, replacements and improvement proposals before submitting recommendations to Top Management.
  • Monitor owner/resident complaints and ensure timely resolution within approved SLA.
  • Review team attendance, productivity, inspection records and performance and take corrective action where required.
  • Monitor safety, statutory inspections, certifications, emergency preparedness and other regulatory requirements.
  • Prepare consolidated reports for Top Management covering FM performance, KPIs, SLAs, complaints, maintenance, contractors, costs, compliance, risks, pending issues and corrective actions.
  • Ensure all major issues, committee decisions, government requirements and corrective actions are properly followed up until closure.
  • Continuously identify opportunities to improve building standards, reduce operating costs, improve service quality and increase owner/resident satisfaction.

Required Profile

  • 8–12+ years of FM / building management experience, preferably in the UAE.
  • Strong experience with Owners Associations, residential towers, communities or large-scale property facilities.
  • Strong knowledge of FM operations, MEP, maintenance, contractors and building systems.
  • Proven experience heading and managing an FM operation/team.
  • Good understanding of Owners Association procedures, committee coordination and UAE regulatory requirements.
  • Experience dealing with Land Department and relevant government authorities is highly preferred.
  • Strong knowledge of KPI/SLA management, inspections, reporting, compliance and corrective actions.
  • Excellent leadership, communication, analytical and reporting skills.
  • Knowledge of CAFM/CMMS, ERP, Excel and FM reporting systems.
  • UAE experience and driving licence preferred.
