Description

Join a dynamic team supporting CMS initiatives to modernize healthcare data exchange using HL7 FHIR standards. You’ll lead the design and implementation of FHIR-based APIs and integrations that enable secure, interoperable data sharing across payer, provider, and public health systems.
We’re seeking a highly experienced Health IT professional to lead interoperability and digital quality measure initiatives for federal healthcare programs.
This role requires deep knowledge of FHIR standards, Clinical Quality Language (CQL), and hands-on experience with CMS’s MADiE platform, including its predecessor tools MAT and Bonnie.

Key Responsibilities

  • Design and develop RESTful FHIR APIs aligned with CMS Final Rules and Da Vinci Implementation Guides (PAS, CRD, DTR, PDex)
  • Lead development and testing of FHIR-based eCQMs using MADiE, MAT, and Bonnie
  • Author and refine CQL libraries, FHIR resource mappings, and HQMF/ELM artifacts
  • Support transition planning from legacy tools (MAT/Bonnie) to MADiE platform
  • Integrate FHIR resources (e.g., Coverage, Claim, Patient, Encounter, Practitioner) with payer systems and EMRs (e.g., Epic, Cerner)
  • Implement SMART on FHIR and OAuth 2.0 for secure data access
  • Map clinical data to FHIR profiles and US Core standards
  • Collaborate with CMS stakeholders on measure lifecycle activities, including annual updates and validation
  • Lead architectural reviews and provide technical guidance on FHIR adoption
  • Ensure compliance with HIPAA, CMS regulations, and interoperability mandates
  • AWS Cloud experience highly preferred in compute and storage (EC2/ECS/S3/RDS/API Gateway/KMS)
  • Guide Agile teams through sprint planning, backlog grooming, and UAT cycles
  • Provide technical leadership on interoperability strategy and CMS compliance

REQUIRED SKILLS & EXPERIENCE

  • 7+ years in Health IT, with 3+ years focused on FHIR-based interoperability
  • Strong command of CQL, FHIR R4/R5, and measure authoring workflows
  • Deep understanding & Expertise in HL7 FHIR R4/R5 standards and RESTful API design
  • Experience with CMS Prior Authorization APIs and Da Vinci guides
  • Experience with ELM, and HQMF XML
  • Experience with Cloverleaf or other ESB platforms is a plus
  • Proven experience with CMS quality programs, especially MADiE, MAT, and Bonnie
  • Experience working in Agile environments and leading cross-functional teams
  • Excellent communication and stakeholder engagement skills
  • Familiarity with healthcare terminologies (SNOMED CT, LOINC, ICD-10, CPT)
  • Knowledge of X12/EDI 278 standards for payer compatibility

Preferred Qualifications

  • Prior work with CMS contractors or federal health agencies
  • Experience with FHIR mapping templates, Collibra, or SMART on FHIR
  • Certification in HL7 FHIR or related interoperability frameworks
  • AWS Coud, MarkLogic, or Dynatrace experience
  • Strong communication skills for client-facing interactions
