FINANCE OFFICE Senior Finance Manager (External Financing and Treasury) (25260621)                                          In response to the University’s expanding financing needs and strategic growth plans, a new position of Senior Finance Manager (External Financing and Treasury) is being established. The University is seeking an experienced professional with a strong track record in external financing, who will support the Assistant Director of Finance and provide leadership in managing key projects related to external financing, treasury operations and assist in overseeing newly established PRC subsidiaries and/or joint ventures. Responsibilities: * Lead the external financing projects, including preparation of the Request for Proposal (RFP) tender documents for exploring the external financing options, such as bond issuance through the Medium-Term Note (MTN) Program, banking facilities, or other alternatives;  * Evaluate the RFP proposals and perform detailed analysis before presenting findings to managements; * Prepare committee papers and PowerPoint presentations with recommendations for the Finance Committee and Standing Committee for their consideration and endorsement, with final approval from the University Council; * Serve as recording secretary for the Task Force on External Financing Exercises, including drafting meeting minutes and handling related secretariat duties;  * Supervise the preparation of weekly or regular cashflow/financing forecasts, including updates of cash flow projections to ensure availability of funds as needed;  * Assist in reporting on accounting operations, financial management and disclosures, budgeting and auditing of University’s external financing arrangements;  * Assist in monitoring the financial operation and performance of newly set-up PRC subsidiaries and/or joint ventures to ensure compliance with applicable rules and regulations; * Assist in conducting periodic review on relevant accounting policies, procedures and facilitating the implementation of the financial systems, as needed; and * Perform ad-hoc tasks as assigned. Requirements: * A bachelor’s degree in Accounting with a minimum of eight years of relevant experience, including five years of supervisory experience, gained from sizeable companies;  * Must be a qualified accountant with membership of a recognised professional accounting body; * Ideally holds a Chartered Financial Analyst (CFA) qualification; * Preferably has at least 3-year prior experience in external financing and managing the corporate investment portfolios, including MTN program and private assets; * A strong analytical mind, good interpersonal skills, problem solving skills and willingness to accept new challenges;  * Good numerical sense and detailed-minded in planning/execution; * Strong leadership, self-initiative and organisational skills in coaching, motivating and retaining talent; * Excellent presentation and communication skills, with ability to convey complex financial information;  * Ability to work under pressure, independently and meet tight deadlines; and * A good command of both written and spoken English and Chinese, including Mandarin. Shortlisted candidates will be invited to attend a proficiency test.  The initial appointment will be offered on a fixed-term contract for three years. Re-appointment thereafter will be subject to mutual agreement and availability of funding.
