The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone’s experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.

KEY ACCOUNTABILITIES

• Manage the completion of various financial reporting requirements for DTF and its agencies, principally the annual financial statements and monthly, quarterly, mid-year and annual reporting for whole of government consolidations, and related financial analysis.
• Lead the annual Standing Direction compliance attestation and completion of the annual Fringe Benefits Tax (FBT) return.
• Provide authoritative advice and guidance to the department and its agencies on the interpretation and application of accounting standards, policies and guidance issued by the AASB and other relevant accounting policy setters.
• Influence and lead the development and enhancement of accounting and reporting policies and processes for DTF and its agencies.
• Liaise with and influence stakeholders (including portfolio agencies, Victorian Auditor-General’s Office, internal auditors) on financial accounting and reporting matters.
• The incumbent will demonstrate leadership, capability building and culture within the broader team.

The Senior Financial Accountant is a key contributor to the completion of financial reporting requirements including the annual financial statements and monthly, quarterly, mid-year and annual reporting for whole of government consolidations, and related financial analysis.
About you

To be considered for the role, you must be able to demonstrate:

• Extensive experience and ability in financial reporting, financial operations and systems, including extensive knowledge of, and experience with, Australian Accounting Standards, financial management practices, and related government policies and legislation.
• Experience with and good understanding of taxation issues, principally with respect to FBT and GST as applicable to the government sector.
• Advanced conceptual and analytical abilities, including demonstrated ability to deliver solutions through robust research and analysis of issues, taking into account future directions in the development of quality outcomes.
• Proven track record in building and maintaining relationships with key stakeholders, including high level written and oral communication and interpersonal skills, and the ability to successfully negotiate with people at all levels, including clients, senior managers and external stakeholders.
• Demonstrated experience in preparing accurate, timely and effective account reconciliations and financial reports.
• Expertise in the application of a variety of PC applications (including Microsoft Office) relating to the analysis of financial data. Exposure to Oracle Financials would be desirable.
• Strong leadership qualities in supporting and developing a positive team culture, capability building, and inspiring action in colleagues.
• A relevant tertiary qualification.
