ESSENTIAL REQUIREMENTS

The essential requirements if this position are Tertiary qualifications in a related discipline and/or equivalent knowledge, skills and experience with demonstrated commitment to ongoing professional development.

In addition to the essential requirements, the successful candidate will have:

  • Demonstrated knowledge and experience in performance-based payment streams
  • High level knowledge of commercial financing arrangements for development including large scale infrastructure projects and the characteristics of different commercial structures
  • Experience in developing financial forecasting models, strong excel modelling/calculation skills; and
  • Strong financial management skills including demonstrated knowledge of accounting principles and rules.
  • Commercial acumen and agility
  • A flexible mindset and strong organisation and prioritising skills
  • The ability to work autonomously and adaptable to an evolving work environment
  • A results driven mindset with the ability to meet competing deadlines
  • Demonstrated experience in financial analysis and strong communication skills

Responsibilities

YOUR ROLE

Sitting within the Contracting Branch – Programs and Partnerships, this role is a part of a collaborative, multi-disciplinary team responsible for assisting on complex commercial transactions including administering Social and Affordable Housing Fund (SAHF) contracts.
The Senior Financial Analyst will have opportunities to be involved in procurement transactions, provide commercial and financial advice on complex commercial agreements, contribute to managing program performance and reporting, and help to refine processes and procedures to make them more effective and efficient.
This role will provide opportunities to expand your skills in a multi-disciplinary environment and build relationships with external stakeholders, including across departments.

WHAT YOU’LL DO

Reporting to the Manager - Contract Governance Practice, and Reporting, the responsibilities of this role will include (but are not limited to):

  • Driving outcomes for the Social and Affordable Housing Fund through accurate financial analysis and reporting
  • Strategically delivering reporting and analysis of complex contractual payment mechanism including the management of data within the payment system and assurance of accurate invoicing
  • Providing financial and commercial input to contract negotiations
  • Working closely with various levels of stakeholders to continuously review and maintain cost expectations and variance analysis.
  • Developing and maintaining complex financial models representing project cash flows and funding
  • Driving continuous improvement through development of reporting tools, processes and procedures.
  • Assisting in preparation of budgets/forecasts and accurate, meaningful and timely business reporting to Cabinet, the Parliament, the Program Advisory Board, and Hones NSW Senior Management
  • Working collaboratively across the program and establish relationships to facilitate decision support
  • Supporting the needs and performance drivers of the broader group bringing informed commercial judgement and advice
  • Providing high quality, accurate and timely financial advice to management and staff whilst maintaining compliance and consistency with departmental policy and procedures and legislative requirements and using your effective communication skills
  • Planning, prioritising and working in a high-volume business environment to meet conflicting and critical deadlines with minimal input from line manager while contributing to the team environment and adapting to changing priorities as needed
