To provide a supportive and advisory role to all managers and staff throughout the Trust irrespective of site or discipline.
Lead on implementation of controls required by the Regulatory Reform (Fire Safety) Order 2005 and Health Technical Memorandum 05-01: Managing healthcare fire safety
To advise on and deliver Fire safety across the Trust as agreed with the Head of Health, Safety and Fire to form part of a Health, Safety and Fire integrated management system, and will include the following:
Provide expert technical advice on the application and interpretation of fire safety guidance, including the Department of Health Fire Code suite of advice documents and other legislative/regulatory requirements, especially the Regulatory Reform (Fire Safety) Order 2005
Implement initiatives in line with the strategic approach to fire safety management as developed by the Trust Head of Health, Safety and Fire.
Support strategic service planning across the Trust for all future developments to include fire safety consideration
Support the Trust’s approach to fire safety in line with the requirements of defined standards for fire safety, including the overseeing of audits as necessary and the implementation of risk mitigation and improvement programmes as required

Supporting the Trust Head of Health, Safety and Fire to align fire safety systems to ISO 45001 accreditation within the Trust
Liaising with local authorities and fire services across the trust boundaries as required
Supporting the trust Head of Health, Safety and Fire to write reports and answer questions regarding fire safety and reports to directors and the Health, Safety, Fire and Security committee
Use of word and excel to develop and deliver regular statistical reports on fire safety within the Trust for inclusion within the main Trust Board Report
Developing and gaining approval for objectives and ‘Key Performance Indicators’ to inform the assurance framework and performance framework for fire safety standards, compliance, and services as detailed by the Trust Head of Health, Safety and Fire
Maintaining strong links with other NHS providers to benchmark performance and to ensure that the Trust is following best practice in fire risk management
Ensuring policy and procedural alignment between the Trust and other partner organisations and proposing changes when appropriate
Undertaking development and management of Fire Risk Assessments (FRAs) and reviewing current FRAs on a scheduled format and report status monthly to the Trust Head of Health, Safety and Fire
Supporting investigating and analysing reported fire incidents with the Trust PFI Partners to ascertain causation and prevention actions
Carrying out regular inspections of Trust sites to ensure that fire safety is being maintained and report out monthly to the Trust Head of Health, Safety and Fire
Developing understanding of the work practices adopted throughout all services provided by the Trust and ensuring that fire safety measures are compatible with the operational compatibility
Planning, co-ordinating and monitoring a programme of annual fire drills/or “walkthroughs” (in patient areas).
Witnessing the effectiveness of evacuation arrangements and recommending remedial action, when necessary, in areas that will support a physical evacuation
Supporting the development and delivery of fire safety training programmes for all staff within the Trust both at services level and supporting the Head of Learning and Development with eLearning solutions and the Trust Fire Trainer
Providing specialist advice on general and specialist fire precautions, fire engineering issues and legislation
Ensuring that all services and departments have local plans in place detailing the actions to be taken in case of fire. Ensuring these are reviewed regularly and their contents are understood by staff
Providing recommendations on proposals for new build/refurbishment projects to mitigate fire risks and to ensure regulatory compliance
Ensuring that an inclusive approach to fire safety work is adopted involving both internal and external partners
Line manages the Trust Fire Safety Advisor
Adopting good principles relating to diversity and equality and that they are mainstreamed through all working practices
Prioritising workloads in order to meet deadlines
Annually agreeing appropriate objectives and personal development plans with the trust Head of Health, safety and Fire as part of the Trust development mechanism
Ordering and maintaining simple stock levels
