Senior Functional Analyst – Financial Systems (FMIS) Client: Maryland Department of Transportation (MDOT) Location: Remote (U.S.-based) Salary: $110,000 annually Additional Information This is a fully remote position supporting MDOT initiatives Candidates must be able to work effectively in a virtual, collaborative environment Strong preference for candidates with government or public sector experience Position Overview The Maryland Department of Transportation (MDOT) is seeking an experienced Senior Functional Analyst to support and enhance enterprise Financial Management Information Systems (FMIS). This role serves as a critical liaison between business stakeholders and technical teams, ensuring financial systems effectively support operational workflows, regulatory compliance, and reporting requirements. The ideal candidate will bring strong expertise in public sector financial processes, hands-on experience across the Software Development Lifecycle (SDLC), and the ability to lead functional analysis, testing, documentation, and system improvements from concept through implementation. Key Responsibilities Provide functional support for enterprise financial systems, including: Troubleshooting system issues Performing root cause analysis Recommending and documenting solutions Communicating impacts to business stakeholders Support and optimize end-to-end financial business processes, including: Purchase Orders (PO) and Blanket Purchase Orders (BPO) Requisitions and Change Orders Encumbrance Accounting Accounts Payable (AP) and Payment Processing Cash Receipts and Backup Withholding Fixed Asset Accounting Lead and support year-end close and cash close processes, ensuring: Accuracy and reconciliation Compliance with regulatory standards Timely financial reporting Act as a liaison between finance, operations, and IT teams to translate business requirements into functional specifications Participate in and support SDLC activities, including: Requirements gathering and documentation Functional design and process mapping System testing (UAT, regression, integration) Deployment support and post-implementation validation Develop and maintain functional documentation, including: Business requirements Process flows Test cases and scripts User guides and training materials Identify opportunities for process improvements and system enhancements to increase efficiency and accuracy Required Qualifications 5+ years of experience as a Functional Analyst / Business Analyst supporting financial systems Strong understanding of public sector financial processes and accounting practices Hands-on experience with SDLC methodologies (Agile, Waterfall, or hybrid) Proven ability to: Analyze complex system issues Translate business needs into functional requirements Support testing and implementation activities Experience with: Financial systems (FMIS, ERP, or similar) Accounts payable, purchasing, and general ledger processes Financial reporting and reconciliation Strong communication skills with the ability to work effectively with both technical and non-technical stakeholders Preferred Qualifications Experience with R*STARS and/or ADPICS Prior experience supporting state or government financial systems Familiarity with audit, compliance, and regulatory reporting requirements Experience supporting year-end close cycles in public sector environments Key Skills Financial Systems Analysis Business Process Analysis SDLC (Agile/Waterfall) UAT & Test Management Root Cause Analysis Stakeholder Engagement Financial Operations (AP, GL, Encumbrance, Assets) Documentation & Process Mapping Benefits Overview Full-time employees are offered a comprehensive and competitive benefits package, including: Paid vacation, sick leave, and holidays Medical, dental, and vision health insurance Life insurance coverage Short- and long-term disability insurance 401(k) retirement plan with company match and immediate vesting Military leave Training and professional development opportunities Tuition reimbursement Employee wellness program Commuter benefits And more Equal Employment Opportunity (EEO) Statement Fathom Management, Inc. is committed to providing equal employment opportunities to all employees and applicants.
