Job Description Position Purpose: Responsible for implementing and supporting the health, safety, security programs. Identifies and mitigates safety and security risks in support of business performance and reliability goals. Establishes, implements, and supports programs directed toward the continuous improvement of health, safety, and security objectives. Integrates of health, safety, and security objectives into operational functions. Provides regulatory expertise to strategize and maximize company position within health, safety and security programs and interaction with regulatory officials. Coordinates health, safety, and security programs with an emphasis placed on identification and communication of requirements to facility personnel. Provides input and support to all levels of the organization on safe work methods, practices, and the elimination of hazardous conditions. Provides support to all levels of the operations and departments and interacts with contractors during expansion projects as well. The role requires field presence including oversight, operational support, and direction for all HS&S programs. Primary Duties/Responsibilities: Identifies safety and risks and provides mitigation plans which are consistent with business performance and reliability goals. Establishes safety management systems that support company goals and meet/or exceed regulatory requirements. Integrates safety concepts into all facets of capital planning, performance modeling, operations, maintenance, engineering and customer operations, etc. Conducts safety site assessments and due diligence for CapEx and OpEx projects. Audits safety program implementation. Works closely with Managers and Supervisors in all departments to ensure effective implementation and enforcement of safety policies and procedures including inspections. Serves as contact to safety regulatory agencies. Provides notification to government agencies as required. Prepares estimates, specifications, and schedules for safety consultant, contractor, and equipment upgrades as needed. Provides safety related input into proposals or actual changes to facility operations and maintenance practices. Supports the various Safety Committees. Provides input to the budget as it pertains to safety and security. Meets formally and informally with all departments to ensure plans are supported and all safety requirements are in place. Maintains safety record-keeping and reporting programs (i.e. OneEHS, injury reporting, OSHA logs, etc.). Maintains a variety of records and documents, onsite and archived, for OSHA and other compliance purposes. Prepares reports for regulatory submittal as required. Maintains safety records including permits, compliance data, training records etc. Audits safety program implementation. Conducts facility inspections. Provides compliance status report to management. Works to develop necessary corrective actions and supports their implementation. Identifies, coordinates, and provides (instructor) safety training requirements. Develops hazard control designs, methods, procedures, and programs. Coordinates work-site evaluation and characterization and job hazard analyses with respect to chemical, physical, and biological exposures and for proper PPE requirements. Audits and measures the effectiveness of hazard controls and hazard control programs. Communicates the results to management. Designs and implements employee training programs in accordance with the training needs assessment on topics such as accident investigation, safety inspections, use of protective equipment, confined space entry, lockout tagout, respiratory protection, etc. and provides field coaching in the same. Conducts accident and incident investigations, performs root cause analysis, and recommends appropriate corrective actions. Coordinates Industrial Hygiene (IH) program, conducts inspections, schedules consultant services, ensures collection of quality data. Maintains facility Safety Data Sheets. Observes and complies with all standard safety codes and practices, and performs work in accordance with recognized trade and company standards and, where applicable, local, state, and federal laws. Reviews, updates, develops, and implements corporate HS&S standards, policies, and procedures. Prepares safety SOPs, site specific programs, etc as required. Prepares Alerts and Lesson Learned documents as required. Participates on the team for internal EH&S audits and acquisition due diligence as required. Is a required member of the Haworth WTP Emergency Response Team. Identifies and advances new technologies and innovations for health & safety. Participates in mandatory training and other programs. Work Environment: The employee will be required to wear personal protective equipment and clothing where appropriate (including respiratory protection (APR/SCBA) because of their work around potential hazards such as loud noise, moving equipment, airborne particles, vibration, hazardous materials, field visits with crews working road/highway settings (traffic exposure). Must be able to work in extremes of hot and cold temperatures and inclement weather conditions. Qualifications Education/Experience/Background: Bachelor’s Degree in Industrial Safety, Environmental Science, Engineering, Chemistry, or equivalent. Master’s degree preferred. 5-7 years of experience with safety and security programs in a utility or manufacturing industry. Experience with State Emergency Management, Homeland Security, Police, etc. Experience with Emergency Response Plan development and implementation, ICS trained Knowledge/Skills/Abilities: Strong organizational, oral, written and interpersonal skills; Strong writing, coaching, and teaching skills; Ability to balance changing and potentially conflicting priorities. Ability to self-organize, prioritize and drive own work schedule. Ability to interact with all levels within the BU. Proficient knowledge of Google programs including Sheets, Docs, Gmail and Slides; Maintain specialized knowledge of safety regulations and industry consensus safety guidelines; Willing and able to work in the field with field staff evaluating, coaching and supporting safety, health, and security extensively. Must be available (24/7) to respond to & assist with HSS incidents or emergencies. Willing to work extended work schedules (as needed). Required Certification/Licenses/Training: Must possess a valid driver's license. Construction project HSS oversight. Incident Investigation/Root Cause Analysis. Working knowledge of operational aspects of Water and Wastewater facilities. Professional certification (ASP, CSP, CHST, CIH, etc). OSHA 510 and 511. OSHA 500 and 501 Trainer. Advanced emergency medical training (EMT, First Responder, etc). OSHA 30 completion. CPR/AED Trainer. Physical Requirements: Ability to wear all applicable Personal Protective Equipment. This protective equipment includes, but is not limited to, safety eyewear, footwear, hard hat, gloves, hearing protection, and specialized clothing where applicable. At no time is facial hair permitted. May require repetitive stooping, bending, climbing, reaching, and carrying; intermittent lifting, and moving up to 20 lbs. Must be able to work from ladders, scaffolds, high-lifts, and in confined spaces. Additional Information Pay Range: $88000 to $95000 per year.
