OVERVIEW:

We are seeking a Senior Healthcare Data Analyst who will support our NYS Agency client with their implementation of a newly established Bureau of Enterprise and Data Governance.
This critical role will assist in establishing BEDG as the Data Governing body within OHIP, supporting 1115 Waiver implementation through strengthened data management practices and governance frameworks. As a Data Management / Data Governance resource, you will be knowledgeable in Metadata management, data stewardship and experienced in incorporating data governance in a public setting.

MANDATORY QUALIFICATIONS:

  • Bachelor’s degree in Data Management, Information Systems, Public Health, Statistics, or related field
  • 5+ years of experience in data analysis, data governance, or master data management
  • Demonstrated experience with healthcare data systems, preferably Medicaid or health insurance programs
  • Strong knowledge of data governance frameworks, metadata management, and data stewardship principles in government or public sector environments
  • Experience developing policies, procedures, and standard operating procedures for data management
  • Proficiency in data analysis tools and techniques including SQL, statistical software, and data visualization platforms
  • Experience with project management methodologies and portfolio management frameworks
  • Knowledge of federal and state healthcare regulations, including Medicaid waiver programs
  • Ability to work collaboratively in cross-functional teams and manage multiple concurrent projects

DESIRABLE QUALIFICATIONS:

  •  Master’s degree in relevant field or advanced certifications in data management (CDMP, DGSP)
  • Specific experience with 1115 Medicaid waivers and federal reporting requirements
  • Experience with Medicaid Enterprise System (MES) governance and MITA framework
  • Knowledge of New York State Medicaid programs and OHIP organizational structure

Responsibilities
  • Provide ongoing portfolio and program management support for Data Governance Board operations including kick-off meetings, agenda preparation, meeting facilitation, and action item tracking
  • Assist in developing and implementing the comprehensive Data Management Strategy (DMS) roadmap as outlined in the Portfolio Management Framework
  • Support business owners in developing detailed action plans for data governance initiatives and participate in risk mitigation tracking
  • Conduct comprehensive research and design proposed structure, processes, and tools for BEDG metadata management execution
  • Develop templates, standard operating procedures (SOPs), training materials, and operational documentation for metadata management practices
  • Define user requirements for future metadata management tool procurement and identify integration opportunities with Medicaid Enterprise System (MES) Governance
  • Design comprehensive data stewardship framework including structure, tools, role definitions, and resource models under the Target Operating Model
  • Create educational materials and support ongoing outreach initiatives for data stewardship adoption across stakeholder groups
  • Identify, prioritize, and document core data governance policies and SOPs required across OHIP operations
  • Establish communication channels and educational strategies for policy dissemination to OHIP stakeholders and vendors
  • Design monitoring and evaluation frameworks for tracking policy adoption and compliance across the organization
  • Analyze data requirements specific to 1115 Waiver tracking, reporting obligations, and federal compliance requirements
  • Support development of data quality metrics and monitoring frameworks for waiver program efficacy measurement
  • Participate in cross-functional teams supporting NYHER implementation and related data governance initiatives
  • Contribute to BEDG Charter expansion and reorganization efforts based on operational unit development
